FOURTEENTH DISTRICT <br /> <br /> ASSEMBLYMAN JOHAN KLEHS <br /> ASSAULT GUN AND CRIME LEGISLATION <br /> JANUARY 26, 1989 <br /> <br /> Drugs and gangs have created an alarming increase in violence, <br /> resulting in the injury and death of innocent citizens throughout <br /> California. <br /> <br /> As an East Bay representative, I am responding to widespread <br /> concern about the increase in violence in our communities. <br /> <br /> This year, I plan to carry comprehensive assault gun and crime <br /> legislation that directly addresses the concerns of my <br /> constituents. My proposals will include: <br /> <br /> AB 376 - ASSAULT WEAPONS BAN <br /> <br /> Expand the definition of "machine 9un" to include semi-automatic <br /> assault guns. <br /> <br /> The current definition of "machine gun" means any weapon which <br /> shoots, or is designed to shoot, automatically, more than one <br /> shot, without manual reloading, by a single function of the <br /> trigger, and includes any frame or receiver which can only be <br /> used with that weapon. The term also includes any part or <br /> combination of parts designed and intended for use in converting <br /> a weapon into a machine gun. The term also includes any weapon <br /> deemed by the federal Bureau of Alcohol, Tobacco, and Firearms as <br /> readily convertible to a machine gun. <br /> <br /> The proposed legislation expands this definition to include: <br /> <br /> o all firearms, other than pistols or revolvers, which are <br /> designed or redesigned to fire center fire ammunition which <br /> meet either of the following conditions: <br /> <br /> <br />
