That the developer comply with any and all applicable <br />requirements of the cross-connections control and backflow <br />prevention device programs required by the California Administrative <br />Code, Title 17. <br />19. That the developer pay the applicable Zone 7 and City connection <br />fees and the meter cost prior to Council approval of the <br />development for any water meters (irrigation meters) not directly <br />related to a building permit. <br />20. That water meters be provided consistent with the private water <br />system authorized in the affordable housing agreement for Quail <br />Creek and approved by City staff. <br />21. That approval for the number, type and location of fire hydrants ~ <br />be withheld pending final design, review by the Fire Marshal, and ~ <br />final review by the City Engineer. <br />22. That approval of the sanitary sewer system be withheld pending final <br />design and until the developer has demonstrated to the satisfaction <br />of the City Engineer that the proposed system is adequate, <br />connects to an approved point of discharge, and meets both the <br />immediate and long-range requirements of the sanitary sewer system <br />in this and all tributary areas. <br />23. That a separate sanitary sewer lateral be provided to each lot of <br />record within the development unless otherwise approved by the <br />City Engineer. <br />24. That approval of the storm drainage system be withheld pending <br />final design and until the developer has demonstrated to the satis- <br />faction of the City Engineer that the system is adequate, connects <br />to an approved point of discharge, meets any and all applicable <br />requirements of the Alameda County Flood Control District - Zone 7, <br />meets any and all applicable requirements of the Federal Emergency <br />Management Flood IIazard Program, and meets the immediate and <br />long-range requirements of this development and all upstream areas <br />intended to be drained through this tract. <br />25. That electric power distribution, gas distribution, communication <br />service, and any required alarm systems be installed underground `" <br />in a joint utility trench unless otherwise specifically approved ~ <br />by the City Engineer. <br />-2- <br />
