are not likely to be changed in the near future, it is still felt <br />that some sort of monitoring and adjustment of the growth rate is <br />in order. For this reason the staff recommends the elimination of <br />Policy #8 and the retention of Policy #9, above. <br />Several policies in the Growth Management Element refer to the <br />City's sphere of influence, the former urbanization line and <br />annexation of unincorporated areas. This policy section should <br />be updated to reflect general plan amendments of last year and the <br />shift in City policy regarding annexations. These include <br />policies #12, #13, #14 and #15, reprinted below. <br />Policy 12: To provide full municipal services only <br />to those areas within the Urbanization Line through <br />1996. <br />Policy 13: To disseminate the General Plan Urbanization <br />Line concept as widely as possible so that affected <br />landowners are aware of the developable capability <br />of their lands within the next twenty years. <br />Policy 14: To refrain from annexing properties located <br />outside the Urbanization Line unless it is determined <br />that the City is capable of providing services to <br />additional properties. <br />Policy 15: To encourage the annexation of those <br />unincorporated lands within the Urbanization Line <br />which are urbanized. <br />These statements should be eliminated completely from the Growth <br />Management Element. As well, the reference to the "urbanization <br />line" in policy #15 should be deleted so that it reads: To <br />encourage-the annexation of those unincorporated areas within <br />the planning area which are urbanized. <br />The policies remaining to be scrutinized are those referring to the <br />"nuts and bolts" of growth management. These policies are discussed <br />below, individually. <br />Policy 18: To develop a residential allocation program which <br />will regulate the yearly number of residential units, <br />their location, and their timing. <br />Policy #18 should be altered to exclude the phrase "residential <br />allocation program" and inserting instead "growth management system." <br />-3- <br />
