are not likely to be changed in the near future, it is still felt that some sort of monitoring and adjustment of the growth rate is in order. For this reason the staff recommends the elimination of Policy #8 and the retention of Policy #9, above. Several policies in the Growth Management Element refer to the City's sphere of influence, the former urbanization line and annexation of unincorporated areas. This policy section should be updated to reflect general plan amendments of last year and the shift in City policy regarding annexations. These include policies #12, #13, #14 and #15, reprinted below. Policy 12: To provide full municipal services only to those areas within the Urbanization Line through 1996. Policy 13: To disseminate the General Plan Urbanization Line concept as widely as possible so that affected landowners are aware of the developable capability of their lands within the next twenty years. Policy 14: To refrain from annexing properties located outside the Urbanization Line unless it is determined that the City is capable of providing services to additional properties. Policy 15: To encourage the annexation of those unincorporated lands within the Urbanization Line which are urbanized. These statements should be eliminated completely from the Growth Management Element. As well, the reference to the "urbanization line" in policy #15 should be deleted so that it reads: To encourage-the annexation of those unincorporated areas within the planning area which are urbanized. The policies remaining to be scrutinized are those referring to the "nuts and bolts" of growth management. These policies are discussed below, individually. Policy 18: To develop a residential allocation program which will regulate the yearly number of residential units, their location, and their timing. Policy #18 should be altered to exclude the phrase "residential allocation program" and inserting instead "growth management system." -3-
