IMPLEMENTATION <br />The focus of any program aimed at implementing the growth goals and <br />policies enunciated in this element must be the control of residential <br />growth. Balanced growth, housing, environmental, and capital improve- <br />ment concerns are all intimately linked to residential growth. The <br />following are actions which must be taken to implement the residen- <br />tially oriented goals and policies of this element pertaining to resi- <br />dential developments <br />1. Adoption of a "Residential Allocation. Program" which will limit <br />yearly residential growth, direct new growth in an efficient <br />and logical manner, and allocate new growth to those develop~~ <br />ments best fulfilling the policies governing new .residential. <br />development; <br />2. .Revision and/or adoption of ordinances used in regulating the <br />physical development of the community; and <br />3. Adoption of city procedures for a city-operated. Williamson Act <br />program. <br />The control of residential development will make it possible for the <br />city to move toward the achievement of its- balanced growth goal> <br />Because slowed population growth could inhibit new commercial and in- <br />dustrial development, it is necessary.to rebut. a.t every turn: the <br />...possible inference t:hat Pleasanton: is.:'.`anti=-bus~_ness:e " The present <br />population of Pleasanton' aiul its: planned g:rowtP~: enables Pleasanton;. <br />to support" additional commercial. and' industrial development, Aff:~_rma- <br />tive,programs should be devised 't.o attract slew cmmiaerc:ial and in- <br />dustrial development. <br />The remaining policies listed in this element require cooperation with <br />other governmental jurisdictions, especially Alameda L:ounty. The <br />present system whereby development proposals within the ani_ncorpo.r.ated~ <br />portion of Pleasanton's planning area are referred to'the city for' <br />comment could be strengthened through mutual ttnde.rstanding and ag.-iee- <br />ment. The adoption by the county of Pleasanton°s General Plan, in• <br />eluding its growth goals and policies, as the county general plan for <br />the planning area would go a long way toward achieving the cooperation <br />necessary. A similar understanding should be sought. with other <br />agencies which could become providers of urban infrastructu.r_e - <br />particularly sewer and water service - in order to ensure Pleasanton's <br />goals are reached. <br />-22- <br />
