__ Urbanization Line - The availability of capacity at the sewerage
facilities serving the city has a significant impact upon the amount
of development which can be accommodated through 1996. Roughly,
4,000 to 5,000 new dwelling units can be accommodated, along with
some commercial development. The ultimate development of the general
plan calls for an additional 10,000 - 14,000 dwelling units, from
2.5 to 3.5 times the amount of development which could be connected
to the planned sewerage facilities in the 20 year period until 1996.
It is obvious from these basic facts that large areas of planned
developable land will remain undeveloped until some time beyond .1996.
Efficiency in municipal service extensions requires that future ur-
banization occur as a logical extension of existing development,
filling in the gaps left by prior "leapfrog" development when possible.
At the same time, property owners within the planning area require
an accurate idea of the developmental potential of their land in
order to plan for the optimum use of their property both in the short
term and in the long term periods. The general .plan shows an "Urbani-
zation Line" which includes those areas which will be eligible for
development within the 20 year period. The Urbanization Line accom-
plishes two purposes: (1) it clearly apprises landowners of the 20
year period developable status of their property, and (2) it limits
development in the 20 year period to areas already urbanized or adjacent
to urbanized areas which are logical extensions of the city's growth.
Several sectors of the planning area are "urbanized" in density of de-
velopment but do not receive full municipal services. The Happy Valley
area, for instance, relies on well water and septic tanY, systems. The
sewerage facility expansion contemplated the connection of existing
development in such areas to the consolidated sewage treatment
facility at the DSRSD plant,. -These areas are included'w.ithin.the
Urbanization L•ine.. The other areas shown within the Urbanization
Line are those within the city which, at one time or another,.have
had development proposals before the city for these areas or are areas
filling out a logical boundary. Over 7,500 potential dwelling units
are included within the Urbanization Line. The excess of potential
units over the 4,000-5,000 which would be accommodated gives a suf-
ficient cushion to prevent an artificial "monopoly" situation from
developing. It also, however, makes it clear that not even all the
land within the Urbanization Line cvill develop within 20 years.
Policy 12: To provide full municipal services only to those
areas within the Urbanization Line through 1996.
Policy 13: To disseminate the General Plan Urbanization Line
concept as widely as possible so that affected landowners
are aware of the developable capability of their lands
within the next twenty years.
Annexation - Pleasanton is surrounded by unincorporated county land
which is planned for eventual development. There are also "pockets"
of unincorporated land surrounded by the city, in some cases actual
-9-
