Residential growth in Pleasanton has fluctuated wildly in past years, <br />growing at 2,068 units in 1971 and then 416 in 1972. More recently, <br />development has continued to fluctuate - 223 units in 1975, 677 units <br />in 1976, and an estimated 440 units in 1977. Widely fluctuating <br />development affects city staffing needs and affects the ability of <br />the school districts to provide classrooms and staff to meet the <br />needs of the city's children. Analysis of different scenarios of <br />growth - rapid growth at the beginning of each phase, rapid growth <br />at the end of each phase, and a constant growth rate during each <br />phase - has shown some fiscal benefits to the city for early <br />development, environmental benefits (particularly air quality) <br />in later development, and benefits to school districts and city <br />staff and budget setting through constant growth. On balance, the <br />latter is best. <br />Policy 8: To regulate residential growth yearly to <br />provide a constant growth. rate approximately equivalent <br />to the "E-Zero" growth rate, roughly two percent per <br />year. <br />Policy 9: To adjust the amount of yearly residential <br />development approvals to account for the. actual <br />residential development in previous years in order <br />to achieve the population goals in as constant <br />a manner as possible. <br />Sphere of Influence - Pleasanton's sphere of influence has been set <br />by the Alameda County Local Aqency Formation Commission (LAFCO). <br />The present sphere includes the Dublin area north of I-580 (which <br />is not shown within Pleasanton°s planning area) and all the areas <br />shown on the Land Use Map as developing in an urban manner with the <br />lone exception of the Vallecitos area in the southerly portion of <br />the planning area. The sphere of influence was set to ensure orderly <br />urban development in areas adjacent to the city, to create a logical <br />unit of local government able to provide services in an economical <br />fashion, and to ensure that the city and developable areas surrounding <br />it would have a sound economic potential to finance required services. <br />A multiplicity of special districts exists in the areas neighboring <br />the city - fire districts, water districts, sewer districts, some <br />within the sphere and some extending beyond it. Several areas are <br />urbanized, most notably the Dublin area; Castlewood Country Club, <br />Happy Valley area, and the Remen Tract. Other areas are undeveloped <br />or only sparsely developed. <br />-7 - <br />
