The Planning Commission finds that based upon the review <br />of the Initial Study and the testimony and documentary <br />evidence presented at the public hearing that there might <br />be significant adverse impacts on the environment as a <br />result of the general plan change and rezoning covering the <br />subject property but that certain conditions of project <br />approval as shown in Planning Commission Resolutions No. 2141 <br />and 2142 attached hereto and made part of this case by <br />reference would reduce any significant adverse impacts on <br />the environment to an insignificant level. <br />Section 3.
