Res. 2172 <br />Page 2 <br />~~ <br />WHEREAS, at its duly noticed public hearing of May 19, 1982, the <br />Planning Commission considered all public testimony and <br />reports relating to case GP-82-3 and recommended <br />approval of a Mitigated Negative Declaration on Items <br />1-3 and a Negative Declaration on Items 4-5 to City <br />Council; and <br />WHEREAS, the Planning Commission found that deleting the policy <br />referring to the "routing of all truck traffic generated <br />from properties located between Hopyard Road and Santa <br />Rita Road north of West Las Positas Boulevard to the <br />proposed frontage road just south of I-580" not to be <br />in the best interest of the public safety, health, and <br />welfare, and eliminated this from their consideration. <br />NOW, THEREFORE, THE PLANNING COMMISSION RESOLVES THE FOLLOWING: <br />Section 1. Recommends amending the Circulation Element and <br />Growth Management Element (and any other elements <br />where appropriate and necessary to the internal <br />consistency of the plan) as follows: <br />1. Amend the Circulation Element to show West Las <br />Positas Boulevard six lanes in width between <br />I-680 and Santa Rita Road. ~ ~ <br />i <br />2. Amend the Circulation Element to show Stoneridge <br />Drive six lanes in width for its entire length <br />and to show its alignment east of Hopyard Road <br />as proposed in the Hacienda Business Park <br />development plan. <br />3. Amend the Circulation Element to delete the policy <br />referring to a prohibition of direct vehicular <br />access to Hopyard Road from adjacent properties <br />between I-580 and West Las Positas Boulevard. <br />4. Amend the Growth Management Element to redefine <br />the "balanced community" goal (goal #1) to <br />indicate that balanced community means providing <br />housing for all workers within the City who wish <br />to live in the City. <br />5. Amend the Noise Element to eliminate the Interim <br />Noise Level Standards shown in Table 5 of that <br />document and substitute the noise levels shown in <br />the attached proposed Table 5, Exhibit A. <br />Section 2.
