(continued) <br />Facts: The developer will be required to consult with and <br />is subject to the regulations of the City of Pleasanton Fire <br />Department, California Regional Water Quality Control Board, <br />and other state and local agencies with expertise in the <br />implementation of such management programs. <br />5. Significant Effect: Permanent loss of prime and near-prime <br />agricultural soils to urbanization. <br />Finding: Project phasing will mitigate the loss of agricultural <br />soils. <br />Facts: The property not immediately committed for development <br />may continue in agricultural usage in order to extend as much <br />as possible that short-term use. <br />Finding: Economic, social, and environmental considerations <br />make the long-term retention of agricultural uses on this property <br />infeasible. <br />Facts: The General Plan designation for this property has <br />included industrial and commercial uses for several years and, <br />with close proximity to Interstate 580 and access to major <br />streets, the maintenance of agricultural uses under these <br />circumstances is considered marginal. <br />6. Significant Effect: Alteration and/or loss of riparian habitat <br />and aquatic species along the Alameda Creek system including <br />Tassajara Creek. <br />Finding: Alteration of the creek. system will be accompanied <br />by revegetation and other measures designed to minimize <br />impact. <br />Fact: Numerous agencies (.local, regional, and state) shall <br />oversee stream alteration and management, as well as the <br />on-site activities affecting the stream environment. <br />7. Significant Effect: Change in visual character of the area. <br />Finding: Individual development plans. will be subject to the <br />City's design review process. <br />Facts: Specific development project elements, including <br />design, materials use, site orientation, and landscaping plans <br />will be reviewed for the maintenance and enhancement of views <br />from the site. <br />8. Significant Effect: Potential regional surplus of land committed <br />to commercial/industrial development resulting in delay in <br />- project buildout or abandonment of project in partially built <br />state. <br />.-...._------..r.. <br />
