Item 6b <br />Staff Report <br />PLANNING COMMISSION <br />September 16, 1981 <br />SUBJECT: UP-81-23 <br />APPLICANT: Morrison Homes, inc. <br />PURPOSE: Application for a conditional use permit to allow <br />the operation of a model home complex and sales <br />office on two parcels located on the north side <br />of Rennellwood Way immediately west of the Southern <br />Pacific Railroad tracks. The property is zoned <br />PUD-Medium Density Residential. <br />ATTACHMENTS: 1. Location Map <br />2. Site Plan Elevations <br />Morrison Homes Corporation is constructing additional garden court <br />homes on Rennellwood Way and Peregrine Way in Heritage Valley. They <br />wish to establish a model home complex for these units. A condi- <br />tional use permit is required for the sales office and Morrison <br />has submitted an application for such a permit. <br />Only two model homes are proposed. They would be on two lots <br />located on the north side of Rennellwood Way immediately west of <br />the Southern Pacific Railroad tracks. The sales office would be <br />located in the garage of the westernmost model. <br />Very few special features are proposed in conjunction with the <br />complex. Both sites would be landscaped with mounding in the <br />front yards. A deck would be built for one model and a spa and <br />patio for the other. Driveways would be constructed along with <br />the model complex. A 4 ft. trap fence would be employed between <br />the models. No parking lot is proposed for the complex. <br />This project is a categorical exemption under CEQA. For this reason, <br />no environmental document accompanies this report. <br />Staff Recommendation: The staff feels that the proposed model <br />home complex would be appropriate for the project. Additionally, <br />we feel that all findings required for the granting of a use <br />permit can be made in this case. For these reasons, we recommend <br />approval of case UP-81-23 subject to the following conditions: <br />1. That the development be substantially as shown on the <br />site plan, elevations and landscape plan, Exhibit A, <br />on file with the Planning Division. <br />2. That the trap fence shall be removed prior to final <br />building inspection of the models. <br />
