PUD-84-13 Castlewood Properties, Inc. <br />Application of of Castlewood Properties, Inc. to prezone an <br />approximately 8.8 acre site to PUD (Planned Unit <br />Development)-High Density Residential and "A" (Agricultural) <br />Districts and for development plan approval for an 84 unit <br />multi-family residential complex and proposed City park on the <br />site located on the east side of Bernal Avenue between Tawny <br />Drive and Vineyard Avenue. The Planning Commission may take any <br />action on this application consistent with the General Plan. A <br />mitigated negative declaration of environmental impacts will also <br />be considered. <br />Mr. Harris presented the staff report. He reviewed the proposed <br />mitigated negative declaration as the project relates to traffic <br />impacts. <br />Commissioner Lindsey asked about the extension of Valley Avenue <br />to Bernal Avenue. Mr. Warnick explained that a decision will be <br />made probably in a month or so concerning the crossing and <br />whether or not it should be an at-grade or grade separated <br />crossing. An assessment district would have to be formed for <br />approximately $4-5,000,000. <br />Commissioner Innes asked if the condition concerning no occupancy <br />were removed, if an EIR would have to be prepared. Mr. Harris <br />stated it is the staff's position that since the City has <br />established LOS "E" as unacceptable, an EIR would have to be <br />required. If on the other hand it is felt that this level of <br />service will not happen, the Commission could find that a <br />negative declaration rather than mitigated negative declaration <br />is in order. <br />The public hearing was opened. <br />Art Dunkley, 205-F Main Street, presented the project indicating <br />that they have been working on it since late summer of 1983 when <br />the property became available. They have met with the Park and <br />Recreation staff, Commission and all of the people who want a <br />park on the site. They have met with the homeowners who indicate <br />they prefer the proposed Plan "A". The General Plan was changed <br />to accommodate high density residential and park. All vehicle <br />access would be from Vineyard Avenue to the north. Units are one <br />and two bedroom (50$ each). He stated that Plan D is recommended <br />for approval by the Park and Recreation Commission. They are <br />providing six more parking places than shown in the staff report. <br />He addressed the 25' paved way going north toward Vineyard <br />Avenue. Plan B shows no access through. The applicants do not <br />have real strong feelings about this matter one way or the other. <br />- 7 - <br />
