Minutes <br />Planning Commission <br />12/12/84 <br />PUD-81-30-25D, The Koll Company <br />Application of the Koll Company for design review for a four <br />building, 150,664 sq. ft., research and development complex on an <br />approximately 11.4 acre site located on the northerly corner at <br />Stoneridge Drive and West Las Positas Boulevard. Zoning for the <br />property is PUD (Planned Unit Development)-Industrial, Commercial <br />and Office District. <br />Mr. Harris presented the staff report. Staff is recommending <br />removal of the roll up doors on one building elevation. <br />Commissioner Wilson had concerns with approval of 'another <br />Chinese wall" as the proposed structure is very long. Chairman <br />Doherty pointed out the structure would be 60 feet longer than a <br />football field. <br />The pubic hearing was opened. <br />Mr. Bernstein, the architect presented their renderings. The <br />elevations will be broken with recessed areas. He reviewed their <br />plan and introduced Cathy Deino, POD, landscape architects, 200 <br />Green STreet, San Francisco. Ms. Deino presented the landscape <br />plan addressing the proposed berming, trees, shrubs, etc. <br />Chairman Doherty said it would be quite sometime before the <br />landscaping would cover the roll up door. Ms. Deino indicated <br />they would be planting 24" box trees for the entire PSE, berming <br />up to three feet and shrubs planted will grow to 4-5'. <br />Eucalyptus trees planted grow quickly. <br />Chairman Doherty and Commissioner Lindsey discussed the <br />landscaping plans with Ms. Deino. Chairman Doherty emphatically <br />indicated he did not want to create another long "Chinese Wall" <br />structure in the City. <br />Commissioner Innes asked Mr. Bernstein about the setback of the <br />windows. Mr. Bernstein explained. <br />Commissioner Innes asked the applicants what kind of tenants <br />would be housed in the building. Mr. Koll indicated that it <br />would be light industrial, R&D. Commissioner Innes then asked <br />about parking indicating that this project doesn't meet the <br />Hacienda CC&Rs for parking. Dave Hogue, Vice President of <br />property Management for Koll addressed this issue. According to <br />their calculations, for their use and based upon past experience <br />they will not have a parking problem. Inasmuch as they have <br />built 25 of these projects throughout the United States for their <br />own use and they do not want to have a parking problem either. <br />Commissioner Wilson asked staff to address the elimination of the <br />four bay door being eliminated. Mr. Harris indicated that staff <br />recommends they be eliminated because they are quite visible. <br />Staff is not suggesting glass replacement. <br />- 22 - <br />__ ___. r - _- __._ <br />
