PLANNING COMMISSION <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 2615 <br />A RESOLUTION CERTIFYING COMPLETION OF AN <br />EZR FOR GP-84-9 <br />WHEREAS, the City of Pleasanton has applied to amend the <br />Circulation Element of the General Plan to add Hacienda <br />Drive and the Hacienda Drive/I-580 interchange to the <br />General Plan; and <br />WHEREAS, at their duly noticed public hearing of February 27, <br />1985 the Planning Commission considered all public <br />testimony, relevant exhibits and recommendations of the <br />City staff concerning this application; and <br />WHEREAS, the Environmental Impact Report (EIR) which has been <br />prepared for the North Pleasanton Improvement District <br />also includes a discussion of the impacts associated <br />with the proposed general plan amendment for the <br />Hacienda Drive/I-580 interchange. This EIR has been <br />prepared over a nearly 2-1/2 year period by the firm of <br />Kreines and Kreines, which was retained by the City to <br />prepare the Draft EIR; and whereas this draft was <br />distributed to the Planning Commission in October 1984 <br />for their review; and <br />WHEREAS, the EIR identifies and evaluates the impacts associated <br />with the proposed formation and construction of traffic <br />related improvements associated with the assessment <br />district covering approximately 1450 acres in the north <br />Pleasanton area. In addition, it addresses the impacts <br />associated with the proposed general plan amendment for <br />the interchange; and <br />WHEREAS, the Draft EIR was circulated for public review in <br />October and comments on the document were received by <br />the Planning Department during the posted 45 day review <br />period. Volume II of the EIR contains, among other <br />things, the comments received on the Draft EIR and the <br />responses to those comments. Copies of Volume II were <br />distributed to the Planning Commission; and <br />WHEREAS, no significant impacts resulting from the General Plan <br />amendment were identified in the Environmental Impact <br />Report. Beneficial impacts to the area's circulation <br />system would result with improved capacity and more <br />'- efficient traffic movement. Written comments on the <br />Draft EIR were received from twelve different <br />organizations and individuals during the public review <br />period and the Commission feels that no new significant <br />
