(b) Non-Residential Districts. <br />No exterior satellite earth station having a dimension <br />greater than two (2) feet in diameter shall be allowed <br />in any Non-Residential District unless it complies with <br />the following requirements. For the purposes of this <br />section, a "satellite earth station" shall be defined as <br />a parabolic dish antenna designed for the transmission <br />and/or receiving of signals from a satellite and used <br />for enhanced radio, television reception and/or <br />telecommunications uses. <br />1) Design Review Board approval is required for any <br />proposed satellite earth station greater than two <br />(2) feet in diameter. <br />2) All satellite earth stations shall be located on <br />the roof of a structure whenever possible, <br />providing the dish is not visible from public <br />roadways or can be adequately screened from view of <br />a public roadway. All satellite earth stations <br />that cannot be installed on the roof in a manner <br />that is not visible to a public roadway shall be <br />located directly adjacent to an existing building, <br />whenever possible. <br />3) Any satellite earth station proposal that is <br />visible from any public roadway or other public <br />place shall include a written statement explaining <br />the exact need of the satellite earth station. <br />This statement shall include details on the efforts <br />made to utilize the capabilities of alternative <br />service providers (cable company, teleports, etc.) <br />prior to the submittal of an application. <br />4) Ground mounted dishes shall be located to the rear <br />of the building or facing the interior of the <br />respective business park whenever possible in order <br />to be completely hidden from view from the front of <br />the building or public roadways. <br />5) No satellite earth station shall result in the <br />elimination of any existing or approved off-street <br />parking space unless the remaining off-street <br />parking satisfies the off-street parking <br />requirements of this Code, or, in the event no <br />standard applied, the Director determines there <br />remains a sufficient amount of off-street parking <br />at the subject property. <br />6) Ground mounted dishes shall be adequately screened <br />(on three sides) utilizing vegetation or other <br />approved screening mechanism. <br />7) The maximum height to the highest point of the <br />antenna shall not exceed (17 feet). <br />
