Caltrans can construct improvements to I-680 <br />from Sunol to Alamo not presently included in the <br />STIP, as described in Section C of the EIR <br />(Transportation and Circulation). <br />b.9 Finding. The No Project Alternative, the Reduced <br />Intensity Alternative, and the Mixed Use <br />Alternative, which could partially mitigate the <br />significant traffic effects, are infeasible. The <br />alternatives are unnecessary because the mitigation <br />measures which have been incorporated into the <br />Project or are under the jurisdiction of other <br />public agencies will substantially lessen the <br />effect. <br />b.10 Fact. See Section XII (infeasibility of <br />alternatives) and Sections III.a.2, III.a.8, and <br />III.b.l (Traffic and Circulation). <br />b.ll Finding. Increasing local housing opportunities <br />will lessen regional traffic impacts. <br />b.12 Fact. Additional housing has been recommended for <br />Pleasanton and has been included in a draft General <br />Plan revision. <br />IV. Air Quality. <br />A. Significant Effect. Generation of local and regional <br />vehicular emissions related to commute trips in a <br />non-attainment area for oxidant pollution. <br />a.l Finding. Mitigation measures incorporated into the <br />Project to lessen traffic congestion will <br />substantially lessen the effect. <br />a.2 Fact. See Sections III.a.2, III.a.3, and III.a.4. <br />a.3 Finding. Improvement of the City's circulation <br />system and construction of local arterial <br />improvements included in the NPID should <br />significantly lessen the effect. <br />a.4 Fact. See III.a.5 and III.a.6. <br />a.5 Fact. Mitigation measures identified in the EIR to <br />reduce traffic and thus lessen the effect in air <br />quality are subject to the jurisdiction of other <br />public agencies. See Sections III.b.l through <br />III.b.B. <br />a.6 Finding. Monitoring air quality impacts on a <br />project-by-project basis as North Pleasanton <br />develops ensures that state and federal standards <br />for primary pollutants are met. <br />
