Resolution No. 2756 <br />February 12, 1986 <br />Page 2 <br />If inadequate water supply exists, growth will not <br />occur. The responsibility for providing water and <br />ensuring water conservation is agencies with no <br />jurisdiction over the Project. <br />b.2 Fact. EBMUD jurisdiction does not extend into <br />Pleasanton. <br />b.3 Finding. Additional mitigation measures identified <br />in the EIR (American River or other supply sources, <br />EBMUD/CCWD joint operation) are not within the <br />jurisdiction of the City but are within the <br />jurisdiction of other public agencies and can and <br />should be adopted. <br />b.4 Fact. EBMUD has on-going litigation that will <br />resolve its rights in the American River. EBMUD is <br />also investigating the possiblilty of operating <br />with the Contra Costa Water District. (CCWD). <br />b.5 Finding. The No Project Alternative, the Reduced <br />Intensity Alternative, and the Mixed Use <br />Alternative, which could partially mitigate the <br />significant effect, are infeasible. <br />b.6 Fact. See Section XII (infeasibility of <br />alternatives). <br />C. Significant Effect. Generation of wastewater flow to <br />be treated at the DSRSD treatment plant beyond current <br />capacity. <br />c.l Finding. Treatment plant expansion will <br />substantially lessen this impact. <br />c.2 Fact. DSRSD has prepared a master plan for <br />expansion. Expansion is economically feasible. <br />c.3 Finding. The No Project Alternative, the Reduced <br />Intensity Alternative, and the Mixed Use <br />Alternative, which could partially mitigate the <br />potential significant effect, are infeasible. <br />c.4 Fact. See Section XII (infeasibility of <br />alternatives). <br />D. Significant Effect. Generation of wastewater beyond <br />current and planned capacity for disposal. <br />d.l Finding. Implementation of an interim solution to <br />add 4.4 MGD to the LAVWMA system should provide <br />sufficient wastewater capacity through 1991. <br />d.2 Fact. The LAVWMA export capacity will be expanded <br />to 21 MGD. <br />
