d. Total Gross Floor Area within the project site, <br />excluding child day-care facilities and <br />transit/public service center facilities, shall not <br />exceed 4,430,000 sq. ft. <br />e. Building height shall be as defined in Section <br />2.3.3 of the Design Guidelines, adding "whichever <br />height is greater". <br />3. Site Plan and Design Approval. All buildings and <br />site development shall require site plan and design <br />approval by the City Council, following <br />recommendation by the Planning Commission. Approval <br />shall be by resolution. <br />4. Design Standards. Exterior building design shall <br />reflect a comprehensive design approach, relating <br />the structure to its surrounding landscaping and <br />adjacent buildings. Buildings in the OMPD District <br />shall be designed to minimize the perception of <br />height and mass. All buildings shall adhere to <br />proper site orientation and sun control; integration <br />of active solar systems is encouraged for hot water <br />use as well as supplemental heating and cooling, and <br />solar energy shall be employed to the maximum extent <br />economically feasible. <br />5. I-580 Corridor. No individual site plan and design <br />approval shall be granted for Lots 51, 54, 56 (A&B) <br />and 58 until (i) a specific plan is approved, such <br />plan to address building layout, height, bulk and <br />setbacks; provision of adequate parking facilities <br />for the proposed BART/LRT station; landscaping <br />treatment within the I-580 right-of-way and an <br />adjoining lots; and preservation of views from the <br />freeway or (ii) March 31, 1987, whichever occurs <br />first. In the event allowable gross floor area <br />and/or allowable building height is reduced relative <br />to that shown on Table B-1, the floor area and/or <br />building height shall be transferred to other lots <br />within the project in a manner mutually agreed upon <br />by the City and Developer. <br />6. I-580 Landscaping. The Developer shall landscape, <br />consistent with Caltrans policies, that portion of <br />the southerly I-580 landscape strip between Chabot <br />Court and just easterly of Old Santa Riata Road. <br />The landscape plan shall be approved by the Planning <br />Director prior to installation. The Developer shall <br />also seek permission from Zone 7 to landscape those <br />portions of the Hewlett and Chabot Canals adjacent <br />to I-580; if granted, said landscape plan shall be <br />approved by the Planning Director. <br />- 3 - <br />
