F. High Rise Alternative. <br />f.l Finding. The High Rise Alternative is infeasible <br />because it creates negative impacts outweighing its <br />beneficial impacts. <br />f.2 Facts. Aesthetic and fire safety impacts outweigh <br />the beneficial effects of on-site park land. <br />XIII. Growth Inducement. <br />A. Significant Effect. <br />with provisions of <br />hazards, generation <br />housed locally, and <br />treatment and other <br />additional growth. <br />Growth-inducing impacts associated <br />Basic employment, removal of flood <br />of more jobs than employees can be <br />construction of water and sewage <br />service facilities likely sized for <br />Growth-inducing impacts have been analyzed separately <br />under each subject matter heading herein and have been <br />found to be avoided or substantially lessened because of <br />the incorporation of feasible mitigation measures, or <br />have been found unavoidable because mitigation measures <br />and alternatives have been found to be infeasible. <br />Overriding Considerations <br />Potential adverse environmental effects which cannot feasibly be <br />avoided while allowing the project to proceed include the <br />following: <br />- permanent loss of agricultural land <br />- growth-inducing effects of additional growth in the <br />Tri-Valley, including loss of open space, increased <br />traffic and energy usage, increased noise levels, <br />degradation of air quality, and increased demand for <br />urban services <br />- cumulative effect upon the need or housing, particularly <br />affordable housing, within the region <br />- unacceptable congestion on Tri-Valley freeways given <br />buildout with presently announced freeway plans <br />- potential flooding due to cumulative buildout during <br />100-year flood events downstream along Arroyo de la <br />Laguna <br />- change in visual character of the area, including loss <br />of some distant vistas and agricultural open space <br />Despite these effects, the benefits of the proposed project <br />outweigh the unavoidable adverse environmental effects, and, <br />thus, the adverse environmental effects are considered <br />- 27 - <br />
