g.3 Finding. The No project Alternative, Mixed Use <br />Alternative and Reduced Intensity Alternative, <br />which could partially mitigate or delay impact, are <br />infeasible. <br />g.4 Fact. See Section XII (infeasibility of these <br />alternatives). <br />II. Employment/Demographics/Housing. <br />A. Significant Effect. Growth in employment capacity in <br />the Tri-Valley Area resulting in increased need for <br />housing and associated impacts (noise, traffic, air <br />quality, public service, etc.). <br />a.l See Section I F. <br />III. Transportation and Circulation. <br />A. Significant Effect. Increase in traffic in the <br />Pleasanton area at buildout of either Scenario 1 or 2. <br />a.l Finding. Mitigation measures incorporated into the <br />Project or agreed to by Developer will <br />substantially lessen the effect of traffic. <br />a.2 Fact. The Developer shall participate in <br />Pleasanton's TSM Ordinance, traffic studies, and <br />in-Project private shuttle service which will <br />substantially lessen the effect of increased <br />traffic. <br />a.3 Fact. The Project will sponsor business park <br />shuttles from BART to the Park. <br />a.4 Fact. Condition No. 16 requires the City to (i) <br />stop development if any affected intersection, as <br />defined by the PUD, exceeds LOS E and (ii) prohibit <br />further development until appropriate traffic <br />mitigation is under construction. <br />a.5 Finding. Construction and improvement of <br />Pleasanton's circulation system will substantially <br />lessen the effect of increased traffic. <br />a.6 Fact. The City has created and is forming the NPID <br />traffic districts to complete major circulation <br />system improvements. Other improvements are <br />included in the City's Capital Improvement Program. <br />All local circulation systems shown on Figure 16 <br />are funded except Stoneridge extension to E1 <br />Charro, E1 Charro, Rose Avenue and portions of Del <br />Valle Parkway and Bernal Avenue. <br />a.7 Finding.
