Recommend to the city council <br />amendments to the zoning ordinance to <br />carry out the general plan and precise <br />plans; <br />4. Investigate, heaz and determine <br />applications for use permits and for vari- <br />ance permits made pursuant to the zoning <br />laws of the city; <br />5. Investigate, heaz and determine dis- <br />putes and controversies regazding the <br />zoning ordinance; <br />6. Review subdivision maps filed with <br />the city council, act as "advisory agency" <br />pursuant to the subdivision map act of the <br />state of California in making recommen- <br />dations concerning said maps to the <br />council. (Ord. 1819 § § 1, 3, 2001) <br />2.30.010 Commission Created: <br />There is created a planning commission <br />(commission). (Ord. 1819 §§ 1, 3, 2001) <br />2.30.020 Duties: <br />A. The planning commission shall <br />perform functions as outlined in this <br />chapter. <br />B. The duties of the commission shall <br />include the following: <br />1. Prepare, adopt and administer a <br />general or master plan for the city and for <br />land adjacent to the city for long-term <br />growth, subject to revision as conditions <br />and land uses change; <br />2. Prepare, adopt and administer pre- <br />cise plans in accordance with the general <br />plan, regulating land and building uses, <br />height and bulk of buildings, open spaces <br />about buildings, lot percentages, lot sizes <br />and locations of buildings and rights of <br />way; <br />2.30.030 Membership; Appointments: <br />A. The commission shall have five (5) <br />regulaz commissioners, and one alternate <br />commissioner all of whom shall be resi- <br />dents of the city. <br />B. The five (5) regulaz commissioners <br />and the one alternate commissioner shall <br />be selected from the community at lazge. <br />The regulaz commissioners and alternate <br />commissioner shall be appointed by the <br />mayor, subject to ratification by the city <br />council, as provided in the adopted city <br />council resolution establishing procedures <br />for appointments to boazds and commis- <br />sions. <br />C. Commissioners shall be eligible to <br />participate in all activities of the commis- <br />sion except that the alternate commission- <br />er shall vote only in the event of an ab- <br />sence or conflict of interest of one of the <br />regulaz commissioners. <br />D.
