3.26.020 <br />building permit or other entitlement for <br />development. <br />E. "Development" means: <br />1. New residential unit, including con- <br />version of existing unit to >1 unit. <br />2. New commercial, office, and indus- <br />trial development. <br />3. Additions to existing commercial, <br />office, and industrial development greater <br />than two hundred (200) gross squaze feet. <br />4. Conversion or change in use of an <br />existing structure which individually or <br />cumulatively increases the peak hour trip <br />rate by ten (10) or more trips. <br />F. "Future growth" means the total <br />amount of potential new development in <br />the City permitted under the General <br />Plan. Future growth is expressed in terms <br />of gross squaze footage for commercial, <br />office, and industrial development, and in <br />terms of the number of dwelling units for <br />residential development. <br />G. "Gross floor area" has the same <br />meaning as set forth in Section 18.08.195 <br />of this Code. <br />H. "Land use category" means any of <br />the following specified land uses: <br />1. Residential: <br />a. Single-family detached; <br />b. Single-family attached (no more than <br />2 units); <br />c. Multi-family (3 or more units); <br />d. Second unit. <br />2. Office. <br />3. CommerciaUretail. <br />4. Industrial/wazehouse. <br />I. "Net traffic improvement costs" <br />means costs determined in accordance <br />with subsection 3.26.040A1 of this Chap- <br />ter. <br />J. "Peak hour trip" means aone-way <br />1. The Master Fee Schedule is on file in the office of the City Clerk. <br />vehicle trip measured during the hour of <br />peak traffic volume occurring between <br />four o'clock (4:00) P.M. and six o'clock <br />(6:00) P.M. <br />K. "Peak hour trip rate" means the <br />average number of peak hour trips gener- <br />ated by a land use category per unit or <br />per squaze foot of development, as estab- <br />lished by the City's Traffic Manager in <br />accordance with subsection 3.26.040A of <br />this Chapter. (Ord. 1765 § 2, 1998) <br />3.26.030 Applicability: <br />Except as otherwise expressly provided <br />in this Chapter, this Chapter applies to, <br />and the traffic development fee required <br />under this Chapter is payable with respect <br />to, each development within the City for <br />which a building permit or other entitle- <br />ment for development is issued on or <br />after the effective date of the fee as <br />adopted in the Master Fee Scheduler. <br />(Ord. 1765 § 2, 1998) <br />3.26.040 Rate Of Fee: <br />The rate of the traffic development fee <br />shall be calculated in accordance with the <br />procedure set forth in this Section and <br />shall be established and adjusted by reso- <br />lution of the City Council and set forth in <br />the Master Fee Scheduler as follows: <br />A. Establishment Of The Rate: The <br />City Council shall establish the rate of the <br />traffic development fee by dividing the <br />net traffic improvement costs attributable <br />to new growth by the total additional <br />peak hour trips generated by future <br />growth.
