In enacting these regulations the City Council recognizes that massage is a viable professional field offering the public valuable health and therapeutic services, including, but not limited to, massage, bodywork, and somatic thera- pies. B. It is the purpose and intent of the City Council that the operation of mas- sage establishments and persons offer- ing massage be regulated in the inter- ests of public health, safety, and wel- fare to provide minimum building sani- tation and health standards, to ensure that persons offering massage possess the minimum qualifications necessary to operate such businesses and to per- form such services offered, and to ensure that those offering massage services conduct their work in a lawful and professional manner. (Ord. 1727 § 2, 1997) 6.24.020 Definitions: For the purpose of this Chapter, the following words and phrases are de- fined as follows: A. "Applicant", in the case of a mas- sage establishment permit, means an individual, or if not an individual, the -- 1.
