In enacting these regulations the <br />City Council recognizes that massage is <br />a viable professional field offering the <br />public valuable health and therapeutic <br />services, including, but not limited to, <br />massage, bodywork, and somatic thera- <br />pies. <br />B. It is the purpose and intent of the <br />City Council that the operation of mas- <br />sage establishments and persons offer- <br />ing massage be regulated in the inter- <br />ests of public health, safety, and wel- <br />fare to provide minimum building sani- <br />tation and health standards, to ensure <br />that persons offering massage possess <br />the minimum qualifications necessary <br />to operate such businesses and to per- <br />form such services offered, and to <br />ensure that those offering massage <br />services conduct their work in a lawful <br />and professional manner. (Ord. 1727 <br />§ 2, 1997) <br />6.24.020 Definitions: <br />For the purpose of this Chapter, the <br />following words and phrases are de- <br />fined as follows: <br />A. "Applicant", in the case of a mas- <br />sage establishment permit, means an <br />individual, or if not an individual, the <br />-- 1.
