2.28.100 <br />sible for the conduct of meetings, the <br />preparation and approval of agendas, <br />and other duties normally associated <br />with a chairperson. <br />C. The vice chairperson shall per- <br />form those duties assigned by the chair- <br />person and act for the chairperson in <br />the latter's absence. <br />D. No member of the Commission <br />shall serve more than two (2) succes- <br />sive full terms of one year as chairper- <br />son of the Commission. <br />E. The Director of Recreation and <br />Human Resources or his designated <br />representative shall serve as secretary <br />to the Commission. (Prior Code <br />§ 1-3.32.50) <br />2.28.110 Bylaws: <br />The Commission may adopt bylaws <br />subject to approval by a majority of the <br />City Council. (Prior Code § 1-3.32.55) <br />2.28.120 Duties: <br />A. The Human Services Commission <br />shall be responsible to advise the City <br />Council as regards both the human <br />service needs of the community and the <br />methods whereby said needs can be <br />fulfilled. Particular emphasis shall be <br />given to the human services needs of <br />the socially and economically disadvan- <br />taged, the elderly and the youth of the <br />community. <br />B. In fulfilling their responsibilities, <br />the duties of the Commission shall <br />include the following: <br />1. Identify the human service needs <br />of the community; determine the human <br />service priorities within the community; <br />2. Develop and recommend to the <br />City Council specific programs and/or <br />actions designed to meet the identified <br />human service needs of the community; <br />evaluate the success of the programs <br />and/or the actions undertaken; <br />3. Identify and be informed of pro- <br />grams providing human services to the <br />community, their purpose, the type and <br />nature of services they provide, and the <br />effectiveness of their services; <br />4. Review and evaluate requests <br />received by the City from human ser- <br />vice programs as regards financial <br />assistance, endorsements, and other <br />types of assistance; make recommenda- <br />tions to the City Council regarding such <br />requests; <br />5. Develop and recommend actions <br />designed to coordinate the delivery of <br />human services within and to the com- <br />munity; <br />6. Represent the City on and/or <br />maintain liaison with governing boards <br />of public and private human service <br />agencies/programs of interest to the <br />community; <br />7. Inform and advise the City Coun- <br />cil concerning actions by Federal, State <br />and other public or private human ser- <br />vice agencies of interest to the City. <br />(Prior Code § 1-3.32.60) <br />29 (Pleasanton 5-98) <br />
