The city man- <br />ager may determine, in writing, that a <br />particular consultant, although a "desig- <br />nated position", is hired to perform a <br />range of duties that is limited in scope <br />and thus is not required to fully comply <br />with the disclosure requirements de- <br />scribed in this chapter. Such written <br />determination shall include a descrip- <br />tion of the consultant's duties and, <br />based upon that description, a statement <br />of the extent of the disclosure require- <br />ments. The city manager's determina- <br />tion shall be a public record and shall <br />be retained for public inspection in the <br />same manner and location as this chap- <br />ter. (Ord. 1573 § 1, 1992) <br />1.10.060 Relatives Of Designated <br />Officials And Employees: <br />Any official or employee designated <br />in section 1.10.040 of this chapter must <br />disqualify himself or herself from mak- <br />ing or participating in the making of <br />any decisions which will foreseeably <br />have a material financial effect, distin- <br />guishable from its effect on the public <br />generally, on any economic interest, as <br />defined in Government Code section <br />87103, of such official's or employee's <br />relative, the existence of which an <br />official or employee has knowledge or <br />reason to know. A "relative" shall mean <br />a father, mother, brother, sister, aunt, <br />uncle, niece or nephew by blood or <br />marriage. No official or employee shall <br />be prevented from making or participat- <br />ing in the making of any decision to the <br />extent that his or her participation is <br />legally required for the decision to be <br />made.
