I I I. WORKPLAN

The workplan shown below is in direct response to the RFP. We do have
considerable experience in performing turnkey implementations of the MTC-
PMS and would be happy to assist in any other aspects of the
implementation which might be desired by the .City.

Task 1 - Network Sectionalizatton (City Responsibility)

The RFP indicates that the City will be responsible for dividing the
City street network into sub-areas and will sectionalize the sub-areas and
provide the information to the consultant. This information is assumed to
be in the form of maps showing sectionalization limits as well as a
database on a diskette. It is our assumption that the City will also be
responsible for entering the information into the PMS database which will
include the street and section id's as well as Ehe beginning and ending
termini.

Task 2 - Measuring Lengths and Widths (ARE Inc Responsibility)

ARE Inc will take the Section Description information developed by the
City and field verify the information. In addition to the length and
width information, we would also verify the street name, termini, surface
type, number of lanes and also determine if additional areas need to be
added, such as cul-de-sacs, or other geometry not represented by the
length and width.

The time estimate shown assumes that the sectionalization information
will be entered into the database prior to field work necessary in Task 2
and that this database is made available to the consultant. We have
developed a custom R:Base form which ts useful for the field crews for
performing the field verification of the sectionalizations.

Task 3 - Enter Revised Sectionaltzation Information into the PMS Database
(City Responsibility)

ARE will submit hard copy of the revised sectionalization information
(including modified maps of those provided by the City) to the City for
entry into the database prior to the condition surveys. It is also
assumed that the modified database will be provided to the consultant
prior to the condition surveys.

Task 4 - Condition Survey - Pilot Area (ARE Inc Responsibility)

ARE will conduct the condition survey on the Pilot Area (approximately
15 centerline miles) selected by the City. The condition survey will be
performed in accordance with the guidelines provided in the "Pavement
Condition Index Distress Identification Manual for Asphalt and Surface
Treated Streets' dated February 1986. This document is issued by the
Metropolitan Transportation Commission. ARE will submit a hard copy of
the results of the condition survey to the City for data entry.
