EXHIBIT A
BROWN AND CALDWELL
CONSULTING ENGINEERS

December 16, 1988

Mr. Joseph Elliott
Director of Public Works and Utilities
City of Pleasanton
200 Old Bernal Avenue 11-3826-01/1
Pleasanton, California 94566 11-3826-01/6

Subject: Special Engineering Services No. 4 for
Weir Design, Division of Bidding, Schedule,
and Evaluation of Micro-Tunneling;
Contract for Consultant Services,
Preliminary Design Phase of Cross-Town
Sanitary Sewer Interceptor

Dear Mr. Elliott:

As directed by Garry Lee on November 18, 1988, we are proceeding
with the completion of the subject project with the following
changes:

1. Design of an overflow weir at the junction of the existing
Del Valle Trunk Sewer and the proposed Cross-Town Sanitary
Sewer Interceptor.

2. Division of the project into two bidding schedules.

The above changes are outside of the scope of services to our
Contract for Consulting Services, Preliminary Design Phase of
Cross-Town Sanitary Sewer Interceptor, dated February 2, 1988, and
subsequent amendment. Furthermore, on November 28, 1988, we were
directed by Mr. Lee to evaluate the feasibility of micro-tunneling
as an alternate construction method for a portion of the Cross-Town
Sanitary Sewer Interceptor.

To evaluate the feasibility of micro-tunneling, we propose to
perform the following tasks:

Task 1--Evaluate Micro-Tunnelinq Construction Method.
Investigate local availability of micro-tunneling machines and
experienced contractors. Evaluate possible disturbance to
adjacent structures and utilities during construction.
Determine portion of the Cross-Town Sanitary Sewer Interceptor
appropriate for micro-tunneling construction. Determine the
size and location of construction sites.

Task 2--Pipe Material Evaluation. Evaluate available jacking
pipe material, considering resistance to corrosion, ease of
'~ installation, structural loading, and costs.

MAILING: POST OFFICE BOX 8045 WALNUT CREEK, CALIFORNIA 94596-1220
STREEt. 3480 BUSKIRK AVENUE PLEASANT HILL CALIFORNIA 94523-4342 · (415) 937-9010 · FAX: (415) 937-9026
