~ Mr. Don Babbitt, 9647 Crosby Drive, developer, noted that he would be satisfied with the <br />35-foot front and reaz yazd setbacks and added that only Lots 6 and 11 would be of <br />concern because of the parcel configurations. He noted that the lots had been intended <br />for a tract subdivision, and he turned them into a custom lot subdivision. <br />Acting Chairperson Fox noted that she was concerned about Lot 1 and any lot that was <br />9,000 square feet and over, such as Lots 6, 8, 9, 10 and 11. Mr. Babbitt noted that those <br />listed square footages were calculations indicating the allowable square footage for the <br />floor area ratio (FAR) as approved in the PUD. He did not believe houses that big would <br />be built, although the Happy Valley Specific Plan would allow it. He expected that the <br />homes would be between 5,400 and 6,400 square-feet. <br />In response to an inquiry by Acting Chairperson Fox regazding whether these were the <br />same home designs as those in Mariposa Ranch, Mr. Babbitt noted that the examples <br />followed the Mariposa Ranch design guidelines with respect to the style of homes in the <br />azea. He noted that he has integrated several green building measures into his home <br />design and encouraged the buyers of his lots to do the same. He would rather get <br />150 points than 50 points and encouraged everyone to put at least atwo-kilowatt system <br />on their roof. He noted that the home designs were Craftsman and that he would never <br />allow a purple house in this project. The homes would be earth tone colors, which aze <br />consistent with the Craftsman style. He added that the CC&R's would include a <br />provision that colors outside that palette would not be allowed. <br />Mr. Terry Townsend, project architect, displayed the site plan and described its layout. <br />He described some of the green building measures, such as water tanks that pre-heat <br />water before they go into the tankless systems. The ducts would be run in an enclosed <br />space instead of in a crawlspace, which is more energy-efficient. He displayed the <br />homes' elevations and described the details characteristic of the Craftsman style, <br />including traditional materials and muted colors. <br />Mr. Kevin Close, 871 Sycamore Road, requested that the Commission deny this <br />application until the proper amendments to the Happy Valley Specific Plan have been <br />brought forwazd to the City Council. He believed there were numerous problems with <br />this application, including: <br />• The project is not a part of the Callippe Golf Course PUD known as Mariposa <br />Ranch; the project is a part of the greater Happy Valley Specific Plan project azea. <br />• If the proposed design guidelines and development standazds aze allowed, then <br />they would be applicable to the entire Happy Valley Specific Plan azea. <br />• The density is inappropriate and does not meet the Semi-Rural Residential density <br />requirement. <br />• There were more modifications done than aze indicated. <br />• The proposed guidelines do not meet the required maximum of 50-percent <br />structure-to-lot-width requirement. <br />• There is inadequate neighbor sepazation. <br />~~ <br />PLANNING COMMISSION MINUTES October 18, 2006 Page 6 of 22 <br />
