In response to an inquiry by Commissioner Fox regazding the height of the home originally
proposed, Mr. Boyce replied that it was measured from average grade to midpoint, and it was
29 feet, 11 inches, within the Code requirement of 30 feet.
At this point of the meeting, Chairperson Arkin advised that if this item was not done by
11:00 p.m., the work session on Item 6.c., PUD-92-02-09M, Barnabas Naev, would not be
held tonight.
Ms. Harryman noted that the Commission could continue Item 6.c. at this time.
Commissioner Blank believed the likelihood of addressing the Ruby Hill item was very low
and suggested continuing it at this time so the speakers did not need to wait.
In response to an inquiry by Chairperson Arkin regarding whether there were any
time-sensitive legal issues pending from Item 6.c., Ms. Decker confirmed there were not and
that it was a workshop.
Commissioner Blank moved to postpone Item 6.c. to the next meeting, and have it
heard first on the agenda.
Commissioner Olson seconded the motion.
ROLL CALL VOTE:
AYES: Commissioners Arkin, Blank, Fox, Olson, and Pearce.
NOES: None.
ABSTAIN: None.
RECUSED: None.
ABSENT: None.
The motion passed.
A recess was called at 9:15 p.m.
Chairperson Arkin reconvened the meeting at 9:30 p.m.
THE PUBLIC HEARING WAS OPENED.
Lori Speazs, 4603 Sierrawood Lane, spoke in support of this item. She noted that she had
known the applicants for ten years and that living Downtown had been one of their dreams.
She understood what the applicants were trying to do and did not believe the proposed
project was out of chazacter with the other homes. She noted that it was of similar size and
had attractive curb appeal and that they had tried to work with the neighbors and the City to
get the right fit and feel.
PLANNING COMMISSION MINUTES September 27, 2006 Page 8 of 17
