Mike Serrano, 4835 Golden Road, displayed a PowerPoint presentation detailing his
opposition to the proposed expansion, which he believed would make the neighborhood
unsafe for pedestrians, bicyclists, and children. He believed the Church should reposition
the facility, and the City should allow a pass-through to their Del Valle Parkway parking
lot.

Jimy Uranwala, 4803 Del Valle Parkway, did not believe there was adequate parking and
believed the Church would add extra activities, which would lead to increased traffic
congestion on the street. He did not believe the traffic would not be affected. He did not
want to restrict the Church’s activities but was concerned that the adjacent neighbors
would be boxed in by the expansion.

Heather Brillhart, 5017 Golden Road, expressed concern about potential traffic issues and
noted that she had two small children. She would like them to be able to play in their
front yard safely or walk to school. She displayed a series of photos taken from the
homes surrounding the Church. The only home with any kind of view of the Church was
5077 Golden Road, across the street from the Church. She did not believe it was
reasonable that the green space was not expected to mature for another 15 years and did
not want her neighborhood to look like a business park. She believed the parking lot
should be relocated away from Golden Road and hoped they would work with the
neighborhood. She did not believe the Church’s financial concern should be the burden
of the surrounding neighbors.

Jacki Martin, 5029 Golden Road, noted that when she purchased her home in 1975,
traffic was terrible, and Del Valle Parkway had been promised. She and her husband
were still concerned about the traffic issues as well as the increased size of the buildings.
She was concerned about increased usage of the buildings and whether they would be
rented out to non-Church activities. She would like the berm to be adequately high, and
for the plants to be 15 gallons, not five gallons. She would also like to see fast-growing
vegetation. She was not concerned about short-term parking on the street during Sunday
services.

Mr. Mattheis noted that the church was mandated with replacing the temporary buildings
with permanent facilities that were more attractive to the whole neighborhood. He added
that the size would not increase exponentially and that this was a replacement in kind of
the same square footage for the same number of children in the classrooms. The internal
lobby and circulation space would be increased, as would adequate office and work
space. He wished to assure the neighbors that the expansion would not overrun the
neighborhood.

THE PUBLIC HEARING WAS CLOSED.

Commissioner O’Connor believed this was an integral part to the question regarding the
connection of the parking lots. He believed there was value to having the ability to get
the large parking lot closer to a main arterial rather than to a residential road.

PLANNING COMMISSION MINUTES September 13, 2006 Page 20 of 23
