r"" Commissioner O'Connor stated that it was his understanding that if the Commissioners <br />were unanimous in some levels of details, such as the three left-tum lanes onto Valley <br />Avenue, the Council would weigh that a lot more than their individual comments. <br />Commissioner Blank agreed that it would be good if the Commission could reach <br />consensus on certain levels of detail for the model; however, he did not want to get into <br />the level of specificity such asleft-turns and right turns. <br />Commissioner Fox expressed concern regazding the intersection change on Santa Rita <br />Road at Black Avenue rerouting traffic from the Santa Rita Road frontage to Francisco <br />Street and eliminating the crosswalk. She noted that twice a day, some school traffic <br />goes onto the side street and exits at Francisco Street but others tum left and go off at <br />Black Avenue. She added that eliminating the ability to exit from Alisal Elementary <br />School and rerouting traffic to the side street would be detrimental to the neighborhood <br />chazacter. She noted that this is the neighborhood that opposed the issue that went to the <br />Council on the for-sale cazs pazked on Santa Rita Road. She added that the Alameda <br />County 24-hour emergency response ambulance station, located on the corner of Santa <br />Rita Road and Francisco Street, is critical to life safety and should not have to wait for <br />school traffic to get out of that intersection in response to calls. Commissioner Fox also <br />stated that she was not in favor of eliminating the north crosswalk at the intersection for <br />safety reasons because people will continue to cross at that intersection even without the <br />crosswalk. <br />K ~ The Commission then took straw votes on the major street extensions and roadway <br />widenings. <br />1. Remove West Las Positas Boulevard interchange from the model: <br />Vote: 4-1 <br />Yes: Commissioners Arkin, Blank Foz, and Pearce. <br />No: Commissioner Olson. <br />Commissioner Fox recused herself from the dais <br />2. Remove Stoneridee Drive extension from the model: <br />Vote: 4-1 <br />Yes: Commissioners Arkin, Blank O'Connor, and Pearce. <br />No: Commissioner Olson. <br />Commissioner Fox joined the Commission on the dais. <br />The Commission clarified that a "Yes" vote would mean agreement with the statement <br />and a "No" vote would mean opposition. <br /> <br />PLANNING COMMISSION MINUTES, July 26, 2006 Page 6 of 24 <br />
