• "Recreation and Open Space" section, which describes the City's and the East <br />~' Bay Regional Park District's (EBRPD) open space azeas within the boundaries of <br />the planning azea; <br />• agriculture and grazing, which includes information on the Williamson Act lands <br />in which agricultural land owners agree to maintain the land in agriculture for a <br />certain period of time in return for reduced tax rates, with accompanying <br />graphics; and <br />• "Public Health and Safety" and "Wildlife Overlay" sections. <br />She noted that various types of open space lands and trails are shown on several new <br />graphics and that two new sections, "Scenic Highways" and "Water Management and <br />Recreation," have been added to address the lakes activities resulting from the end of the <br />quarrying use and being operated by Zone 7. <br />Ms. Stern then summarized the proposed changes in the Goals, Policies, and Programs: <br />• new goal on sustainability, which is directly related to preserving and protecting <br />natural resources and open space; <br />• revised program relating to the preservation of wildlife and habitats and corridors <br />under Policy 1; <br />• added programs for "Water Quality" to ensure the continued quality of water and <br />aquifers; <br />• new programs under Goa14 and Policy 6 relating to minimizing stormwater <br />~, runoff and new programs under Policy 7 relating to the new "Clean Water <br />Program" requirements; <br />• new Policy 11 and programs under a new section, "Open Space Parks and <br />Recreation," addressing preserving and expanding open space and access to open <br />space, with the Parks and Recreation policies previously included in this Element <br />being moved to Public Facilities and Community Programs Element; <br />• new goal and programs relating to open space trails, emphasizing the desire to <br />have a comprehensive system serving multiple uses referred to in the EBRPD <br />plans and the City's Community Trails Master Plan, and encouraging new <br />development to provide access to staging areas that can connect to existing public <br />lands; <br />• new programs under "Agriculture and Grazing," supporting viticulture, agri- <br />tourism, and agricultural land presentation, and referring to the Tri-Valley <br />Business Council's working landscape plan; and <br />• deletion of the "Energy Conservation" section in view of the of the new Draft <br />Energy Element of the General Plan. <br />Ms. Stern requested the Commission to provide input and direction in terms of what <br />changes it would like to make prior to forwazding the Draft Element to the City Council. <br />Commissioner Fox distributed copies of the City of San Juan Capistrano's "Community <br />Design Goal 3: Preserve and enhance natural features." <br />THE PUBLIC HEARING WAS OPENED. <br />PLANNING COMMISSION MINUTES, May 24, 2006 Page 3 of 34 <br />
