Citv-Sponsored Projects <br />r~ <br />Commissioner Fox wished to discuss buildings, new construction, and renovations that <br />were City-sponsored projects and noted that on recent projects (Firehouse Arts Center, <br />and Delucchi Pazk public restrooms) there was a difference in the quality of the <br />presentation, possibly due to the urgency. She suggested that projects be peer-reviewed <br />before coming to the Commission. <br />Chairperson Arkin noted that there was a certain amount of expense involved and that the <br />applicant usually paid for the peer review. <br />Ms. Decker noted that it was synonymous to the City conditioning itself to build under <br />the Green Building Ordinance. She noted that the City Council had reviewed and <br />provided direction on the recent projects primazily in relation to the budget process along <br />with conceptual designs. She was not aware of any instance where Council had <br />conditioned the City to provide a peer review on the City's own projects. <br />Chairperson Arkin noted that he could support bringing that question forwazd for <br />significant projects in the community paid for with public funds. Ms Decker noted that <br />she would take that question forward and provide a response to the Commission. She <br />noted that would add a required expenditure of City funds, which would likely delay <br />projects because the City Council would need to approve the peer review expenditure. <br />She added that direction from the Planning Director would be required for a policy <br />r^ decision. She believed the Veteran's Building was design-reviewed and went to City <br />Council for final decision; the Delucchi Park public restrooms stopped at the Commission <br />level for final design review approval. Typically, the Firehouse Arts Center would have <br />stopped at the Planning Commission level; however, Council had directed that it wanted <br />to make the actual approval action for that project. <br />Abandoned Vehicles <br />Commissioner Maas wished to address the abandoned vehicles at the terminus of Nevada <br />Street and would like the Code Enforcement Office to be made awaze of the increasing <br />number of vehicles. <br />Desi¢n Review Packet <br />Chairperson Arkin wished to address the design review packet for PDR-510, the Besh <br />residence at 6135 Clubhouse Drive in Maziposa Ranch. He noted that the yellow color <br />seemed very bright. <br />Commissioner Maas noted that with the color boazd colors and the landscaping, it would <br />not be as stark. <br />Commissioner Roberts noted that it was not lemon yellow. <br /> <br />PLANNING COMMISSION MINUTES, April 19, 2006 Page 10 of 12 <br />
