f. PUD-50. Ponderosa Homes <br />r.-,, Work session to review and provide comment on an application to subdivide an <br />approximately 19.83-acre site into 27 lots and to construct 25 new, one- and <br />two-story single-family detached homes ranging in size from 3,908 squaze feet to <br />4,585 square feet located at 3157 Trenery Dive and 2313 Martin Avenue. Zoning <br />for the properties is PUD-LDR (Planned Unit Development -Low Density <br />Residential) District. <br />Ms. Decker summarized the staff report and displayed the site plan. She described the <br />background and scope of this project and noted that the original application had requested <br />more units. She noted that many subdivisions that have come into this area do not have <br />sidewalks that maintain the rural chazacter within the subdivision. The traffic engineers <br />and Public Works staff concurred that there were no real speed issues within that loop <br />road and that it seemed reasonable to not have sidewalks. She noted there was <br />considerable discussion about the width of Cameron Avenue and whether there should be <br />sidewalks or not from the development to Martin Avenue. The Public Works Department <br />evaluated the right-of--way widths and what the requirements for the actual section would <br />be and found there was likely a deficiency between the actual right-of--way held by the <br />City to accommodate the necessary minimum road width section as well as the sidewalk. <br />She noted that safety issues for children and pedestrians were a primary concern along <br />the road. There aze currently no sidewalks along that road, and the Police Department <br />indicated sidewalks should be put along Cameron Avenue for safety reasons. Public <br />Works staff identified traffic concerns indicating that a pedestrian way should be <br />provided along Cameron Avenue. No formal designs for sidewalks have yet been <br />forwarded for consideration. The applicant has had numerous outreach meetings with the <br />neighborhood in discussing the project at large and had presented several plans that <br />incorporated configurations of sidewalks, and there was some discussion that some <br />neighbors did not want to have sidewalks. She noted that it was not the time to consider <br />a decision regazding sidewalks because the analysis was not yet completed. <br />Commissioner Fox disclosed that she has met with multiple neighbors and had discussed <br />several issues with Ms. Hazdy. <br />Commissioner Roberts noted that had discussed the issues with Ms. Hazdy. <br />THE PUBLIC HEABTNG WAS OPENED. <br />Chairperson Arkin requested that given the late hour, the applicant make an abbreviated <br />presentation so the public may have time to speak. <br />Pamela Hardy, applicant, Ponderosa Homes, described the proposed project and noted <br />that approximately six neighborhood meetings plus an open house meeting had been <br />held. She noted that this was approximately the seventh site plan in response to the <br />neighbors' concerns and added that the number of homes was reduced from 28 to 25. <br />The rear yard setback had been expanded at the request of the Palmer Drive neighbors, <br />and aten-foot strip had been dedicated to secure a permanent buffer.
