There was consensus from the <br />Commission to make that change. <br />Commissioner Maas noted that she was not ready to make this mandatory but would vote <br />"aye" on this motion. She wanted to ensure that the 50 points aze truly attainable. She added <br />that she was not entirely convinced that the longer-term savings of green building practices <br />were better than immediate, upfront savings for builders. She expressed concern for the <br />buyers if the prices went up because of green building measures. <br />Chairperson Arkin believed this amendment provides predictability for the developers and <br />that he would support it. <br />Commissioner Roberts moved to find that the proposed amendment to the Municipal <br />Code is statutorily exempt from CEQA and to adopt a resolution recommending <br />approval of PRZ-13 to the City Council, as shown in Exhibit B, including all comments <br />made by the Planning Commission. <br />Commissioner Blank seconded the motion. <br />ROLL CALL VOTE: <br />AYES: Commissioners Arkin, Blank, Maas, Peazce, and Roberts. <br />NOES: None. <br />ABSTAIN: None. <br />RECUSED: None. <br />ABSENT: Commissioner Fox. <br />Resolution No. PC-2006-10 was entered and adopted as motioned. <br />MATTERS INITIATED BY COMMISSION MEMBERS <br />a.
