Chairperson Arkin suggested that Mr. Roush read the letter and provide comments.
Mr. Roush advised that he had not seen that particulaz from the Spotornos. He noted that
the Commission should be aware of certain issues and developments and that he would
discuss the matter with the City Manager. He was aware of some discussion about this
matter although he was not fully briefed. He indicated that he would provide the
Commission with a memo that would include additional information on the matter.
Commissioner Fox noted that she had missed the Hacienda Business Park joint meeting
that preceded this issue being raised. When it came up at the next meeting about Oak
Grove and the City's hiring of a mediator to work with the neighbors, she was surprised
but did not comment because it may have been covered at the meeting she missed. She
noted that a mediator had become involved in a project before it had gone through the
City process and believed it was very uncommon for that to occur before the City
process. She believed it was important that the City demonstrate the ideals in the
Community of Character mission statement and that these issue be discussed in the public
forum. She did not agree that the City should hire an outside mediator before the project
even came forward.
Chairperson Arkin suggested that there be an agenda item to discuss this item, and
matters relating to the South Pleasanton hills.
Mr. Roush stated that staff would provide some documentation to the Commission to
~ provide some framework for the issue and suggested that if after reading that
documentation, the Commission still wished to agendize it, that could occur.
Commissioner Fox would like to know whether the mediated discussions aze private or
open to the public.
Mr. Roush advised that those discussions were private by definition and were not noticed.
American Plannine Association Awazd
Commissioner Roberts noted that the City of Livermore received an outstanding award
from the American Planning Association for implementation, innovation, and approach to
balance and preservation the vineyards for the South Livermore Valley Plan. She noted
part of that Plan also included all of Ruby Hills and part of the V ineyazd Corridor in
Pleasanton. She suggested that a letter of congratulations would be more appropriate to
come from the Planning Commission rather than the City, because it was a planning
association's award.
Planners Institute Conference
Commissioner Roberts noted that the March 22, 2006 meeting fell on the first day of the
Planners Institute conference in Monterey.

PLANNING COMMISSION MINUTES February 8, 2006 Page 15 of 18
