PUBLIC HEARINGS AND OTHER MATTERS <br />20. Presentation of the results of the Community Satisfaction Survey <br />City Manager Fialho said the Council appointed a subcommittee to work on the Bernal Property <br />Financing Plan and as part of that effort, staff has secured the services of a consultant to do <br />three surveys; a citizens survey to assess how they were doing as a City organization and as a <br />group of policy makers in delivering services and programs to the community. Secondly, <br />additional information will be presented at a subsequent meeting which attempts to measure <br />whether or not there is interest in pursuing a bond or tax measure to help fund the Bernal <br />Property Financing Plan which will be before the Council sometime in August. <br />Economic Development Fiscal Officer Emily Wagner said before the Council is a presentation of <br />the 2007 Community Satisfaction Survey, said similar surveys were conducted in 1995 and <br />2001 and the purpose of the survey is to determine the community's satisfaction with City <br />services and facilities, determine what facilities and services are lacking in the community and <br />what are of a high priority to the community in the future. She felt information has been helpful <br />to the Council and staff in formulating the annual operating budget, the capital improvement <br />program and other long-range planning efforts. In February, the City hired Fairbank, Maslin, <br />Maulin & Associates (FMMA) to conduct the survey. Staff and Councilmembers Thorne and <br />McGovern worked with FMMA to develop questions in the survey which would determine public <br />opinion regarding city services, facilities and future services and also to provide a baseline to <br />determine how city services compared with the results from the prior surveys done in 1995 and <br />2001. She said John Fairbank was present to provide the results of the survey and Ms. Wagner <br />gave a brief introduction of the firm and introduced John Fairbank. <br />John Fairbank said he would provide a PowerPoint presentation on the Community Satisfaction <br />Survey and said he has never had such a high satisfaction reaction from voters and felt voters <br />were very satisfied with services provided by Pleasanton. <br />Mr. Fairbank said the survey was conducted between March 15-19, 2007 and approximately <br />400 voters were contacted, the margin of error was approximately 5% for the full sample, said <br />Pleasanton receives high marks for its quality of life and safety, the City's overall job rating is <br />extremely high and ratings for various city services are excellent, respondents' most important <br />concerns were traffic, cost of housing and growth, but even these were at very low numbers. He <br />gave general perceptions about Pleasanton, stating that respondents were nearly unanimous in <br />their positive feelings about the quality of life at 96%, stating it was an excellent/good place to <br />live. He said 97% of respondents have extremely positive feelings about raising children in <br />Pleasanton. An overwhelming majority feel safe in Pleasanton at 99%. <br />Mr. Fairbank reported tracking the three categories of questions from when previous surveys <br />were done in 1995 and 2001 and all have increased; with excellent and good being between <br />58% and 78%. They also ranked Pleasanton for its quality of life among top California cities and <br />said Pleasanton was extremely high at 96%. <br />Mayor Hosterman noted the following ratings of other cities: Folsom 94%, San Luis Obispo <br />94%, Palo Alto 93%, Capitola 92%, Morgan Hill 91 %, Long Beach 85%, Redding 80%, San <br />Jose 79%, San Diego 78%, Hollister 78%, Oakland 61 % and Fairfield 61 %. <br />City Council Minutes 6 June 19, 2007 <br />
