Councilmember Thorne said he would be attending the League's Conference and questioned <br />what was expected of him in terms of voting on resolutions. Mayor Hosterman said he was to <br />attend in his capacity as a League representative, given the information and data made <br />available, make the best decisions and vote that best represents the City of Pleasanton. <br />Councilmember Thorne confirmed he would summarize his comments in writing. Mr. Culver said <br />often times the League forwards the majority of the resolutions to be considered and in years' <br />past they have been placed on the Consent Calendar for consideration. However, at times there <br />is a grass roots support for some resolutions and they get circulated and presented at the <br />League conference and the voting member must determine their vote. Councilmember Thorne <br />suggested the resolutions identified be forwarded to the Council ahead of time for their <br />comments or questions. <br />Councilmember McGovern confirmed with the City Manager that AB 1234 requires elected <br />officials attending conferences to provide brief reports on conferences, seminars and meetings. <br />Mayor Hosterman said she had previously met with the City's Planning Commission members, <br />except for Chair Anne Fox, who she just met with yesterday morning. They held a discussion <br />and shared that she was rather surprised by some of the answers to her questions and <br />questioned City Attorney Roush if she could share the results of her discussion with fellow <br />Councilmembers. <br />City Attorney Roush said all Commissioners were appointed by the Mayor and ratified by the <br />Council. Whenever there is a discussion of concern for any Commissioner, he felt Brown Act <br />issues come into play, and felt the matter could be brought to individual Councilmembers <br />through a letter to the Planning Commission Chair, with copy to the Council in order that they all <br />receive the information. Mayor Hosterman agreed to put together something, said there were a <br />number of issues of concern to her, she shared instances where the Chair has engaged in <br />activities outside of her role as a Planning Commissioner, she has received comments from the <br />community and commissioners, she continues to be very uncomfortable with this, and will solicit <br />feedback from the Council. <br />Councilmember Cook-Kallio felt perception was part of the issue and clearly the Letter to the <br />Editor was not intended to tie to the role of a Commissioner, and she wanted to make sure the <br />Council could discuss it. City Attorney Roush said the Council was allowed to bring up items it <br />wishes to put on a future agenda or request staff to bring back information. <br />Councilmember Sullivan said there has never been an instance like this, he was uncomfortable <br />about how the Council was handling it and felt there should be a structured process to handle <br />the matter. <br />Councilmember Thorne said his concern is that he wants to make sure the effectiveness of the <br />Planning Commission is preserved, believes the Commission's product was a good one, but we <br />also must respond to the public's concern that the Planning Commission process was <br />obstructionist in nature, and he felt he would like to know the results of the discussion before <br />going any further. <br />Councilmember McGovern said she was very uncomfortable with the situation, said she did <br />speak with Chairperson Anne Fox and her interpretation of what she said to the Mayor and to <br />her were entirely different. She felt the Council was allowing people to spread rumors about <br />people and then taking them as being truths.
