to prepare site plan diagrams based on the 17 available acres, to include the uses <br />discussed at the meeting (see Attachment B). <br />At Workshop #2 on April 5, 2007 the Commission looked at various park use and design <br />options with the intent on accommodating desired amenities including an all weather <br />sports fields to accommodate soccer, football, and lacrosse; tennis courts; afour-rink <br />ice facility; bocce ball courts; dog exercise area; restrooms; parking; and trails/open <br />space. Following community input, the Commission requested that staff prepare a draft <br />site plan diagram and background text (concept plan) consisting of the above uses, <br />eliminating the baseball field but adding a lawn bowling area. <br />The Commission conducted its final meeting regarding the proposed Staples Ranch <br />Community Park when it recommended approval of the preferred plan at its regularly <br />scheduled meeting on April 12, 2007. The Commission was unanimous in its support <br />for the proposed ice skating facility, in addition to modifying the 17-acre park boundary <br />as shown in Attachment A. Finally, the Commission recommended that the Council <br />consider the inclusion of a lighted baseball field as the first priority, if the park area <br />expands in the future through the purchase of five (5) additional acres for storm water <br />detention and open space immediately to the northwest. Minutes from the April 12, <br />2007 Commission meeting are included as Attachment D. <br />Community Park Concept Description <br />The Staples Ranch Community Park concept (Attachment A) features both active and <br />passive recreation facilities, including: <br />• Two (2) all-weather, lighted sports fields suitable for soccer, football or lacrosse <br />• Six (6) lighted tennis courts <br />• A four-rink ice skating facility <br />• Bocce ball courts (2) <br />• Dog exercise area <br />• Lawn bowling <br />• Passive open space <br />• Trails and trail heads <br />• Two (2) restrooms <br />• Parking <br />These potential uses were considered to be particularly suitable for the Staples Ranch <br />site, accommodating both neighborhood and community/regional needs. The trails, <br />informal open space, dog exercise area and tennis courts could directly serve both the <br />surrounding neighborhood and the adjacent Community Living Care facility. The site's <br />adjacency to the Arroyo Mocho, quarry lakes and regional trail system also presents a <br />unique opportunity for expanding park usage beyond the actual park boundaries. This <br />could help to make the park the locational hub to area-wide passive recreational <br />amenities in the future. <br />Concerning more active recreational uses, the sports fields and ice facility could serve <br />the entire community and provide a regional amenity.
