specified for all grant recipients (see Attachment 1 for details). Proposed changes are
outlined below:
• Timelines and Forms
o Stipulates that agencies must adhere to all timelines and use the
appropriate forms, or funds may be rescinded and/or agency will be
ineligible to receive funds in the next fiscal funding cycle. This is a new
policy.
• Invoice Form and Documentation
o All invoices are due by August 1, immediately following the end of the
fiscal year for which the funds were allocated. In previous years, these
forms were due no later than mid-July.
• Quarterly Commission Project Reviews
o Staff to provide the commissions with review spreadsheets each quarter
that identify project performance as defined in the City Grant Compliance
Protocols. This is a new review tool (Attachment 2)
• Midterm Project Report
o This is a change from previous years -from three (3) quarterly reports to
one (1) midterm report. The reporting questions are designed to better
define how the project has been implemented year to date, and any
modifications (if applicable) that have been made to the original proposal.
• Midterm Commission Project Review
o In January each year, the commissions will review project status and
performance. At that time, a determination will be made if there is
reasonable cause to consider a reallocation of funds from an
underperforming project(s). If cause is determined, the commission will
consider projects identified on the Additional Funding Priorities List (if one
was created). Representatives from the impacted commissions will meet
to determine a reallocation funding strategy.
o An Allocation and Compliance Plan flow chart has been developed to
visually demonstrate the process (Attachment 3).
• Appeals Process
o Staff will notify any agency whose project is identified to have its funds
rescinded and prepare an appeal process for consideration by the
appropriate commission.
• Final Project Report
o Final reports are due by August 1, immediately following the end of the
fiscal year for which the funds were allocated. In previous years, these
reports were due no later than mid-July.
