CONTRACT AGREEMENT BETWEEN THE CITY OF PLEASANTON <br /> AND THE <br /> COUNTY OF ALAMEDA <br /> FOR <br /> ADDITIONAL LIBRARY SERVICES <br /> <br /> INTENT <br /> <br /> WHEREAS, current funding level for County Library services provides for <br />forty (40) open hours per week at the Pleasanton Branch of the Alameda County <br />Library System, and <br /> <br /> WHEREAS, the citizens of Pleasanton wish to have the Pleasanton Branch <br />Library open more than the County funded forty (40) hours per week, and <br /> <br /> WHEREAS, the members of the Pleasanton City Council have authorized <br />funding for the increases in staffing and utility costs required to open the <br />Pleasanton Branch twenty-two (22) additional hours for a total of 62 open <br />hours per week; therefore, <br /> <br />The City of Pleasanton and the County of Alameda agree to provide twenty-two <br />(22) additional hours per week of library services at the Pleasanton Branch of <br />the Alameda County Library System subject to the followinq terms and <br />conditions. <br /> <br />TERMS AND CONDITIONS <br /> <br />1) Effective Dates: This contract will be in effect from July 1, 1989 to <br /> J~ne 30, 1990. <br /> <br />2) Services Described: The County of Alameda agrees to provide twenty-two <br /> (22) additional hours of Library Services at the Pleasanton Branch Library <br /> from July 1, 1989 to June 30, 1990 as follows: Sunday, 1:00 to 5:00 p.m.; <br /> Monday, 10:00 a.m. to 9:00 p.m.; Tuesday, 5:00 to 9:00 p.m.; and Thursday, <br /> 10:00 a.m. to 1:00 p.m., excluding County observed holidays. <br /> <br /> lty of Pleasanton agrees to pay the County of Alameda <br /> u (4) quarterly installments as follows: <br /> <br /> September 30, 1988 - $39,277.25 <br /> December 31, 1988 $39,277.25 <br /> March 31, 1989 $39,277.25 <br /> June 30, 1989 $39,277.25 <br /> <br />4) Extension: All terms and conditions of this contract may be extended, by <br /> mutual agreement, on a year-to-year basis, provided the amount paid by the <br /> City of Pleasanton to the County of Alameda is adjusted annually to <br /> reflect increases/decreases to the costs connected with providing the <br /> services. <br /> <br />5) Periodic Activity Reports: Activity Reports will be provided by the <br /> County Librarian to the Pleasanton City Council. Pleasanton City Council <br /> may request such reports at any time. <br /> <br />6) Mid-Year Adjustments: The cost of providing twenty-two (22) additional <br /> hours of library service is based on a projected salary increase of 5% and <br /> increased operating costs in the new facility. Should salary increases be <br /> higher than anticipated, and/or should communications costs in the new <br /> facility exceed estimated costs, the County Librarian may return to the <br /> Pleasanton City Council to negotiate a mid-year funding adjustment to pay <br /> for personnel and/or operating costs. <br /> <br /> A mid-year adjustment will also be made in the event that additional <br /> augmented services are approved by the City Council. <br /> <br />7) Option to Terminate or Renegotiate Contract: This contract is predicated <br /> on the assumption that library service levels will remain constant. <br /> Should any circumstance arise which changes both County Library funding <br /> levels and levels of service, either party shall have the right to <br /> terminate or renegotiate this agreement by giving at least thirty (30) <br /> days written notice. <br /> <br /> <br />
