CONTRACT AGREEMENT BETWEEN THE CITY OF PLEASANTON AND THE COUNTY OF ALAMEDA FOR ADDITIONAL LIBRARY SERVICES INTENT WHEREAS, current funding level for County Library services provides for forty (40) open hours per week at the Pleasanton Branch of the Alameda County Library System, and WHEREAS, the citizens of Pleasanton wish to have the Pleasanton Branch Library open more than the County funded forty (40) hours per week, and WHEREAS, the members of the Pleasanton City Council have authorized funding for the increases in staffing and utility costs required to open the Pleasanton Branch twenty-two (22) additional hours for a total of 62 open hours per week; therefore, The City of Pleasanton and the County of Alameda agree to provide twenty-two (22) additional hours per week of library services at the Pleasanton Branch of the Alameda County Library System subject to the followinq terms and conditions. TERMS AND CONDITIONS 1) Effective Dates: This contract will be in effect from July 1, 1989 to J~ne 30, 1990. 2) Services Described: The County of Alameda agrees to provide twenty-two (22) additional hours of Library Services at the Pleasanton Branch Library from July 1, 1989 to June 30, 1990 as follows: Sunday, 1:00 to 5:00 p.m.; Monday, 10:00 a.m. to 9:00 p.m.; Tuesday, 5:00 to 9:00 p.m.; and Thursday, 10:00 a.m. to 1:00 p.m., excluding County observed holidays. lty of Pleasanton agrees to pay the County of Alameda u (4) quarterly installments as follows: September 30, 1988 - $39,277.25 December 31, 1988 $39,277.25 March 31, 1989 $39,277.25 June 30, 1989 $39,277.25 4) Extension: All terms and conditions of this contract may be extended, by mutual agreement, on a year-to-year basis, provided the amount paid by the City of Pleasanton to the County of Alameda is adjusted annually to reflect increases/decreases to the costs connected with providing the services. 5) Periodic Activity Reports: Activity Reports will be provided by the County Librarian to the Pleasanton City Council. Pleasanton City Council may request such reports at any time. 6) Mid-Year Adjustments: The cost of providing twenty-two (22) additional hours of library service is based on a projected salary increase of 5% and increased operating costs in the new facility. Should salary increases be higher than anticipated, and/or should communications costs in the new facility exceed estimated costs, the County Librarian may return to the Pleasanton City Council to negotiate a mid-year funding adjustment to pay for personnel and/or operating costs. A mid-year adjustment will also be made in the event that additional augmented services are approved by the City Council. 7) Option to Terminate or Renegotiate Contract: This contract is predicated on the assumption that library service levels will remain constant. Should any circumstance arise which changes both County Library funding levels and levels of service, either party shall have the right to terminate or renegotiate this agreement by giving at least thirty (30) days written notice.
