Collector and projected expense in the incentive <br />program in this paragraph 18.2. <br />Allowable expenses of Collector for rate-setting <br />purposes are set forth in Exhibit B, attached hereto and <br />incorporated herein by reference. The City may amend the <br />allowable expenses in said Exhibit in order to reflect future <br />changes necessary to provide Collector with a fair rate of return <br />and to protect the public from unnecessary rate increase. <br />18.3 Upon receipt of a rate increase request, <br />accompanied by all of the supporting information of 18.2 above, <br />it shall be the obligation of the City Council to act upon this <br />request within a period of ninety (90) days from the date upon <br />which all supporting materials have been submitted in adequate <br />form. Prior to taking action on the request, at least one (1) <br />noticed public hearing shall be held upon the rate increase. <br />18.4 The decision by the City Council approving, <br />partially approving or disapproving the request for rate increase <br />shall be in resolution form which shall indicate any new rates or <br />charges approved, shall become effective thirty (30) days after <br />the approval date of the resolution. <br />SECTION 19 - RATE COLLECTION <br />19.1 The Collector may collect from any and all persons <br />from whom refuse is collected and removed by him under, and in <br />19. <br />
