i <br />Mr. Dudley Frost was present and demonstrated eshibita and also summarized his <br />comments for the benefit of the audience who may not have been present at the <br />previous meeting. <br />Mr. Frost demonstrated on the exhibit where there will be two loop streets running <br />from Hopyard Road and back to it, with no openings to Northway Street, thereby <br />eliminating traffic that may use the Garden Court vicinity for ahortucts. He also <br />referred to the mini-park designed primarily for the pre-school age children. <br />Mr. Frost did mention that one of the homes did consist of a two-bedroom,one-bath <br />home. The objective is to provide a home for that market not now served. <br />Planning Director Castro read a letter from a Mra. Mildred Cochero, 5460 Greenfield <br />Way, opposing the development. <br />Mr. Bob Pearson, 2639 Churchill Court, asked whether or not the City would be taking <br />a risk by approving this development because of the influx of school age children. <br />The Planning Director replied to this by stating that a letter was directed by the <br />staff to Dr. Haskell, School Superintendent, Pleasanton District, but no reply was <br />received. <br />A Mrs. Nancq Woodard of 4164 Suffolk Way, spoke regarding her dissatisfaction with <br />the school situation and the possibility of worsening it by the approval of this <br />application. Mr. Frost replied to this statement by advising that he had a letter <br />from the School District, which did not raise any opposition to this application. <br />He explained that the homes were aimed largely at families with pre-school children. <br />Mr. Leo Pruett, 4174 Fairlanda Drive, quoted from the Herald ~ News, "Schools are <br />Failing to Keep Progress with Pleasantoa's Growth." He offered this statement for <br />what it was worth. <br />Mr. Lowell Wendell, 1632 Orchard Way, inquired about the coat of the home. He asked <br />if a cost of $20 per aq.ft. would be an honest average. Mr. Frost replied that <br />homes are going up in price constantly. Mr. Castro asked what the estimate would be <br />six months from now and received a reply of approximately 5~ from the $19,700 figure. <br />If financing was better the builder could probably cut $700 from the budget. <br />Mr. Wendell then inquired if there was another site where the people could go to <br />check out similar type hooks. Mr. Frost advised him that Bahl Homes in Santa Clara <br />is offering the zero lot line concept, but that these homes sell for approximately <br />$27,000. Southern California has more developments patterned after the zero lot <br />line concept. <br />Upon motion of Commissioner Carrigan, seconded by Commissioner Antonini, and carfied, <br />the Public Hearing was closed. <br />Commissioner Antonini referred to the City Council rezoning of that area about a <br />year ago to the R-Z District. He stated that these homes are going to be built on <br />39, 40 and 42 ft. lots with depths of 80 ft. The homes will have slab flooring. <br />The developer at that time promised that the homes would be of high quality. He <br />feels that the City Council, together with the Planning Commission, should carry out <br />its obligation to the City and people by denying the application. <br />Cooa<isaioner Carrigan feels that the Commission should check this application out <br />objectively because if homes are lower in price, perhaps more people might be able <br />to own instead of rent homes. <br />Commissioner Arnold inquired about extra parking for other care and trailers and <br />boats. He received a reply of a regular two-car garage plus two more spaces in the <br />driveway as is standard in single-family home design. This, Caoaieaioner Arnold, <br />felt would be restrictive. He feels additional storage apace for boats and trailers <br />should be provided by the developer. The fence heights were also inquired about <br />and the reply was 8 ft. or less, in varying heights. <br />- 4 - <br />
