PUBLIC HBABINGS - NEW BUSINESS <br />Absent: Chairman Plato <br />Attest: Secretary Castro <br />a. P.U.D.-69-1. George Oskes <br />Application for a P.U.D. for seven six-plex units located north of West Lea <br />Positas Boulevard and west of Fairlanda Drive, fronting on Fairlands Drive, <br />containing 2.1 acres. <br />Vice Chairman Garrigan opened the Public Nearing. Planning Director Castro <br />explained the staff report, stating that there are no further comments to be <br />made by the Planning Department. Mr. Castro remarked that Lota 1, 2 and 3 are <br />overbuilt and should be revised. <br />Mr. George Oakes was present and first reiterated the history of this application. <br />There was some discussion regarding the landscaping of these three lots, which <br />was the main objection of the Planning staff. The landscaping will be provided <br />under the final development plans. <br />Mr. Bob Pearson, 3590 Churchill Court, raised objections, pointing out from <br />Zoning Ordinance No. 520, " ..a PUD may propose a reduction in minimum site area <br />per dwelling unit not exceeding 50 per cent of the off-site area required in the <br />proposed final soning district, provided that co®on open space in addition to <br />usable open space required by Sec. 2.110, (Usable Open Space), and public park <br />land provided in accordance with Ordinance 439 shall be designated, developed <br />and maintained in an amount equal to the permitted reduction in dwelling unit site <br />area." According to Mr. Pearaon's calculations, the City is now owed approximately <br />2,000 sq.ft. in park dedication land. <br />Mr. Oakes disagreed with this remark and Mr. Jack Boatedt of MacKay @ Sompa, <br />engineers for Pleasanton Meadows, spoke against this, stating that Mr. Oakes had <br />contributed 1.5 scree more than was necessary under the park dedication obligation. <br />Upon motion of Vice Chairman Garrigan, seconded by Commissioner Antonini, and <br />carried, the Public Hearing was closed. <br />There was a certain amount of discussion about amending a P.U.D. within a P.U.D. <br />Mr. Castro stated that it was proper to modify a P.U.D. through a P.U.D. procedure. <br />In addition, he does not feel the proposal is too far of a deviation from a <br />standard application. Lots 1, 2 and 3 are roughly 660 ft. below the minimum, <br />Lot 4 is 300 ft. below minimum and Lots 5, 6 and 7 comply with the District. <br />Mr. Castro stressed to the Co~iasioners that this is just the concept being applied <br />for, which after approval, will go before City Council, after which Mr. Oaken <br />could submit his final design plane. <br />Upon motion of Commissioner Gibbs, seconded by Commissioner Arnold, and carried, <br />the following resolution was offered: <br />- 4 - <br />
