Sec. 3.01 - Subdivision Ordinance Amendment <br />Application of the Planning Co~isaion of the City of Pleasanton to eliminate <br />Sec. 3.01 of Ordinance No. 358, namely, the Subdivision Committee, and placing <br />those duties of said Committee before staff review. <br />Chairman Garrigan opened the Public Hearing. Comments from the balance of the <br />Commissioners were requested by the Chairman. <br />There was considerable discussion between the Commissioners regarding the <br />feasibility of amending the Subdivision Ordinance as proposed in the City <br />Attorney's memo dated October 3, 1969. Commissioners Antonini and Gibbs, who <br />at present are serving as members of the Subdivision Committee pointed out <br />certain advantages gained from having certain members of Commission serve on <br />the Committee. However, others on the Commission felt that perhaps many of the <br />items discussed at the meetings could best be handled by the staff, who were <br />cognizant of Commission's feelings and preferences. <br />Commissioner Antonini remarked that his personal view on this was that although <br />the afternoon meetings often presented a hardship, he believed that in the added <br />review, the final result was a better product. <br />Mr. Dudley Frost, D. & V. Builders, spoke encouraging the Commission to at least <br />temporarily try out the new method, which he stated was now being employed by <br />many other cities. <br />Upon motion of Chairman Garrigan, seconded by Commissioner Pereira, and carried, <br />the Public Hearing was continued. <br />Upon motion of Chairman Garrigan, seconded by Commissioner Pons, and carried, <br />it was moved that the City Attorney prepare an amendment to Ord. 358 abolishing <br />the Subdivision Committee and substituting City staff, said amendment to apply <br />to Minor Subdivision meetings as well. The vote for this motion was as follows: <br />Ayes - Commissioners Pereira, Pons and Chairman Garrigan <br />Noes - Commissioner Antonini <br />Abstain - Commissioner Gibbs <br />7. MATTBRS FOR COMMISSION'S REVIEW. <br />b. Fa lender Homes - Review of landacavina alonz Foothill Road <br />This matter had been discussed with both the developer and Mr. Gary Patton, <br />Director of Parks and Recreation. Prior to revising the landscaping for <br />Foothill Road, it would be advantageous to thoroughly review with City Council <br />any landscaping for Foothill Road and have this in the form of a policy from <br />Council. One of the items for consideration would be the pedestrian safety walk. <br />The Planning Director advised the Commission that the Parks and Recreation <br />Director will have a report, as will the Planning staff for the meeting of <br />October 22, 1969. <br />c <br />A letter of explanation from the architect, Mullen-Morris & Alexander of Hayward, <br />along with a plan illustrating the proposed location of the dumpster for the <br />Plea Banton Gardens, Inc., facility was sent to the Commission for their review <br />and action. <br />Primarily, the Pleasanton Gardens Association wished to eliminate the several <br />small garbage areas and instead have only the one large dumpster located close <br />to the manager's apartment unit. <br />A Mr. Frye, representing the applicant, was present and spoke in favor of the <br />revision. He told the Commission that the garbage will be picked up twice a <br />week, adding that the garbage receptacle was unlike the usual dumpaters, in that <br />the lid would be spring-loaded. <br />-3- <br />
