IN THE PLAi~INING COMMISSION OF THE CITY OF PLEASANTON <br />COUNTY OF ALAMEDA - STATE OF CA:.IFORNIA <br />Minutes <br />April 2, 1959 <br />The meeting of the Pleasanton Panning Commission was called to order at the City <br />Hall on April 2, 1959, at 8 o*clock, Chairman Wetherby presiding. <br />Roll Call: Present - Commissioners Allison, Wharton, Lozano, Mitchell and Hanifen <br />Absent - Commissioner De Vor <br />0n motion of Commissioner Hanifen, seconded by Commissioner Wharton the minutes of <br />the meeting of March 19, 1959 were approved as submitted. <br />Chairman Wetherby opened the Public Hearing on the Pleasanton Heights Swim Clubrs <br />proposed pool. Mr. Aaron Latkin reiterated the proposed policies and construction <br />plans of the club. Mr. Philip Landon, Bonita Avenue, spoke on behalf of the oppon- <br />ents of tt~e project citing the need for recreational facilities but stating that he <br />did not feel that the proposed pool would adequately fulfill the need. Chairman <br />l^letherby requested clarification from City Attorney Struthers as to the actual res- <br />trictive powers of the Commission. Mr. Strtrthcrs advised that the Government Code <br />covered the height, lot cogerage and use of the land, further stating that the set- <br />back of fences, area for parking, etc. were valid restrictions. The original letter <br />opposing the pool was reread and discussed. In response to questions from the Com- <br />mission Mr. Latkin stated that the Club hoped to have 50 memberships immediately <br />from Fleasanton Heights, with 20-25 memberships reserved for future residents, the <br />balance to come from other sections of the city. Mr. James Bryan, Eugene Stisserl~ <br />Chas. Johnson, Guy Chick and Major Price, residents of Pleasanton Height a, discussed <br />their views on the pool. The City Administrator recommended that certain restrict- <br />ions be iapose3 if the permit was granted. On motion of Cormnissioner Hanifen, sec- <br />onded by Commissioner Mitchell and approved by all present the Public Hearing xas <br />closed at 9:07 P.F?. Following a discussion by the Commissioners and on motion of <br />Commissioner Wharton, seconded by Commissioner Mitchell and approved by all present <br />Resolution No. 56 was adopted subject to the following conditions: <br />1, To insure the use of the land as a neighborhood community pool, <br />restrictions are made as follows: <br />a) Residents of the City of Pleasanton only may be members <br />b) A minimum of 2~3 of the membership shall reside within 2000 <br />feet of the site <br />c) Membership shall not exceed 120 fa.,dlies <br />d) Guests shall be limited to 25 per member per year, with no <br />admission to the public for money consideration. <br />e) No alcholic beverage or food concessions allowed on the premises. <br />2~ To prevent traffic hazards in a residential community, one off-street <br />parking place, properly paved, shall be provided for• every six member <br />families. <br />3) Lot covergge shall be as follows: <br />a) Flont yards shall be at least 201 with a minimum of 51 on either <br />side, a total of 121 on both side yards, and a 301 rear yard. <br />b) Yards shall be landscaped in keeping with nearly residences. <br />c) A six foot solid fence with two foot barbed wire on top shall <br />surround entire area, <br />4) To provide for safety of the public using the swimming pool the <br />following regulations are recommended and imposed. <br />a) Hours of operation shall be 10 A. M. to 9 P.M, with a lifeguard <br />on duty at all times. <br /> <br />
