M I N U T E S <br />of <br />THE MEETING <br />of <br />THE PLANNING COMMISSION <br />Pleasanton, California <br />April 19, 1962 <br />The reg~i.larly scheduled meeting of the Planning Commission was called to order at <br />8:00 p.m. on Thursday, April 19, 1962, by Chairman Ralph Mitchell. <br />ROLL CALL showed the following: <br />Present: Chairman Mitchell <br />Commissioners Antonini <br />Landon <br />Lozano <br />Rega <br />Secretary Fales <br />Ex-Officio Hohn (arrived a few minutes later) <br />Absent: Ex-Officio Dana <br />Kamp <br />King <br />On motion of Commissioner Rega, seconded by Commissioner Lozano, the minutes of the <br />meeting of April 5 were approved as written and unanimously adopted by those present. <br />Chairman Mitchell opened the public hearings on Annexations No. 16 and 19. Secretary <br />Fales recommended that these two zoning hearings be put over to the May 3 meeting. <br />No one spoke from the audience. It was moved by Commissioner Landon, seconded by <br />Commissioner Rega, and unanimously approved, that the zoning hearings be continued to <br />the meeting of May 3. <br />Secretary Fales introduced Mr. Herman D. Ruth, City and Regional Planning Consultant <br />in Berkeley, acting for an organization known as Castlewood Enterprises, requesting <br />annexation, zoning and planned unit development approval for an area of 37 acres <br />located at the southeast corner of Bernal Avenue and Foothill Road. The Pleasanton <br />City Council has referred the entire matter to the Planning Commission for considera- <br />tion and recommendation to the City Council with respect to all three items, particu- <br />larly the feasibility and desirability of annexation. Mr. Ruth presented to the Plan- <br />ning Commission his proposal for "Castlewood Center", including architect's drawings <br />of the proposed development. Included were provisions for a neighborhood shopping <br />center, motel, garden court restaurant and 188 units of town houses and apartments. <br />The neighborhood commercial area is to be located on a 2.8 acre site with 6.7 acres <br />of off-street parking. Discussion followed with statements by Mr. Fales, Judge Willia~ <br />H. Gale for the Pleasanton Chamber of Commerce, Mr. Cecil Beebe for the Pacific Gas <br />and Electric Co., and Nr. Peter Christesen as a landowner-citizen. The question of <br />underground wiring was mentioned and considered feasible by Mr. Beebe. Mr. Ruth state <br />that if the Planning Commission chose to impose underground wiring on the developers <br />as one of the requirements, then that would have to be met if the perty is to be <br />developed. Chairman Mitchell suggested that if there were no more comments, the Com- <br />mission continue this matter to the next meeting, May 3, and hold a study session. On <br />motion of Commissioner Landon, seconded by Commissioner Antonini, and unanimously ap- <br />proved, it was decided to have a study session on this matter on April 25, and invite <br />members of the Chamber of Commerce and any interested persons who might like to attend <br />The next matter brought before the Commission was the request of Mr. Elmer D. White <br />for a Zoning Permit in order to conduct a garage business (minor repairs) at 835 Main <br />Street in a C-C (Community Commercial) District. Mr. Falea pointed out the Zoning <br />Bermit was:.necessary because the property would come under new land use. Mr. White <br />was present in the audience. Judge Gale spoke from the audience for Mr. L. Amaral, <br />who represented Mr. White, stating that the above property had been used as a general <br />overhaul and repair shop for many years and was merely being reverted back to a former <br />usage. Mr. Fales, speaking for the staff, said there is no objection to this, but <br />performance standards must be considered, especially those pertaining to noise. Com- <br />missioner Antonini inquired if the lot adjacent to 835 Main Street went along with the <br />garage so there would be off-street parking. Nr. White replied that such was the case. <br />Mr. Fales stated that the Planning Commission should determine whether the conditions <br />of Ordinance No. 309 hhve been met. Nir. Fales recommended the Zoning Permit be granted <br />with no stipulations other than those in the Zoning Ordinance.
