Vice-Chairman Lsxtdoa called for comments from the audience, and the following spoke: <br />John Edmonds, on behalf of the Chamber oP Commerce, John W1pYli, on behalf of the <br />Merchants Committee, Art Hilliker and Norman Warnow, realtors, and Paul Loretz as <br />an interested citizen. Reverend Robert S~ Vogt spoke of similar developments is <br />areas with which he was familiar. After considerable discussion by members of the <br />Commission, on motion oY Commissioner Raga, seconded by Commissioner Antonini, the <br />Yollowiag resolution was unanimously adopted: <br />RESOIU4.'ION N0. 174 <br />WHEREAS, the Yirm of Castlewood Enterprises has applied to the City oY <br />Pleasanton for annexation oY an area comprising approximately <br />37 acres located southeasterly oY the intersection oY Foothill Road and <br />Bernal Avenue in Pleasanton Township; and <br />WHEREAS, the Planning Commission has studied the proposed use of the subject <br />property is relation to the existing Pleasanton General Plan and is <br />relation to other planned and possible surrounding land uses; <br />NOW, THEREFORE, BE IT RESOLVER that the City Planning Commission recwmnends <br />that the City Council proceed with the steps necessary to annex <br />the aub3ect property, together with certain property belonging to Mr. Edwin <br />Carter and located west of Foothill Road in the vicinity oY Bernal Avenue, <br />to the City of Pleasanton. <br />The next item brought before the Commission was Development of Pine Hill Area-- <br />request by Alfred E. Avilla. Vice-Chairman Landon called on Secretary Fales to give <br />background on the lot in question. Mr. Fales referred to correspondence with Mr. <br />George Andrews on the subject in September, 1960. The City Engineer recommended <br />there should be a dedicated public street, plus adequate water anal sewer lines. <br />City Engineer Sypher was called on to comment upon the access road situation. It <br />was stated that Bevilacqua Homes have until May 22, 1962, ass deadline for a deois- <br />ion oa develo~ent oY Tract 2217. It was moved by Commissioner Rega to carry over <br />this matter to the June 7 meeting. Vice-Chairman Lgndoa emended the motion to in- <br />clude asking the staff to look into the feasibility of an assessment district or <br />improvement district, and what the standards should be as far as street, sewer sad <br />water (utility easements) are concerned. Mr. Fales was of the opinion that this lot <br />is sn exception. Mr. Alfred E. Avilla was in the audience, and Mr. Chris Beratlis, <br />realtor, speaking from the audience, stated this was a partially paved, non-exclusive <br />perpetual easement. At this point, Commissioner Rega withdrew his motion, upon <br />recommendation oY Vice-Chairman Tendon that the Commission take a Yield trip to this <br />particular lot in the Pine Hill area and procure a map indicating where the sewers <br />should go. Mr. Beratlis expressed the hope he could get an extension oY time from <br />his client, and it was decided the Commission would make a field trip at 7:00 P.M. <br />on May 17. <br />The next item oa the agenda wsa the Outline Yor Study re: Expanded and REV:aed <br />General Plea, Central Business District sad Civic Center. Secretary Fales asked <br />that a tentative date be set Yor a point study session with the Merchants Association, <br />Chamber of Commerce and City Council. The date proposed was May 16, at 8:00 P.M. <br />Vice-Chairman Landon asked for the staff report on recommendations on off-street park- <br />ing requirements, Central Business District. Mr. Fales stated the Commission could <br />encourage property owners to come before the Commission sad request individual <br />variances--not a blanket variance. There are physical problems in trying to redevelol <br />These problems exist in the Central Business District which do not exist in other <br />parts oY the City. This is aubstantislly what the City oY Livermore has done, and <br />is making exceptions. IY the Commission makes apeclsl exceptions, they should really <br />be special. Vice-Chairman Tendon brought up the possibility oY a parking aseocis- <br />tlon for downtown merchants. After discussion, it was decided to hold this matter <br />over until the May 17 meeting and invite the Merchants Committee to attend. <br />The next item brought up was that the City Council had expressed interest in having <br />a ~oiat study session with the Planning Commi.ssioa oa the Recreation and Parks Report. <br />The date of Tuesday, Juae 5, was suggested. <br />There being no communications or other business, the meeting was adjourned at 10:30 P.: <br />upon motion oY Commissioner Antonini, seconded by Coaanissioner Rego, to meet again at <br />8:00 P.M. on Thursday, May 17, 1962. n i <br />
