Chairman Landon they asked fox comments by the Commieaioners. C~ml.saioaer Rega <br />stated the character of this mobile home park has more promise than those at present <br />located here, and would create a stronger tax bass. However, he felt the primary <br />consideration was the effect on the Generai Plan and, therefore, signified opposi- <br />tion to the proposal. Commissioner Lozano stated there is a need fox a trailer park <br />itt Chia area somewhere, but this site ie not the proper location, is his opinion. <br />There should be as area designated in the General Plan for this purpose, and he is, <br />therefore, opposed to Cho proposal. Commissioner Wlpfii said that the Commission <br />izsa been relating to the General Plan which is obsolete because of the probability <br />~# a sew one being developed, and perhaps this is a satisfactory location for a <br />mobile home park. Chairman Landon said that in hie estimation the proposal is at- <br />tractive and would be a good addition to the Amador Valley area, but thinks because <br />we are operating on the present General Plaa, which is presently the City's accepted <br />General Plan until procedure for modifying it has been undertaken, the Cormi.saion ie <br />obliged to acC on that Plan, Tha Commission might well consider what area would be <br />suitable for a trailer park. Upon motion by Commiasioaer Rega, seconded by Commia- <br />sionex Lozano, the following resolution was unanimously adopted by those Commission- <br />ers present: <br />RESOLUTION NO. 198 <br />WHEREAS, the Plam:ing Commission of the City of Pleasanton has considered <br />the zoning of thirty-eight scree easterly of Santa Rita Road, <br />north of Alisal Elementary School, commonly called Delucchi property, which <br />is under consideration for annexation to the City; sad <br />WHBRF/1.5, the Planning Commission has held a public hearing after due notice <br />and has heard arguments for and against zoning which would permit <br />contstruction of a mabile home park; <br />NOWT THEREFORE, BE IT RESOLVED AS FOLLOWS: <br />1. The Planning Commission feels that increase of density in <br />said territory would be to the detriment of the existing <br />General Plan dated April, 1960, presently in effect ae a <br />part of Ordinance No. 309. <br />2. Modifying said Generalf3aa has implications which are not <br />justified at this time and which should be studied further. <br />3. Accordingly, the Planning Commission recommends to the City <br />Council that, upon annexation of said territory, the zoning <br />classification prohibiting mobile home parks be considered, <br />and particularly that said territory classified R-1 (single- <br />family residential). <br />Chaixr~an Landon declared a recess at 9:25 P.M. <br />At 9:37 P.M. Chaiatim-n Landon recommened the meeting and proceeded to open the public <br />hearing oa consideration of an emeadmeat to the General Plan relocating the proposed <br />major east-west thotoughfaxe extension of Vineyard Avenue to the north of the Arroyo <br />del Valle. Mr. Fales explained the apgi.neering study made by Mr. Ted Fairfield was <br />inatj.gated because a developer was interested in developing the area to determine <br />praciaelq the location and wldeh of the street in order that the right-of-way could <br />be designated. A route north of the Arroyo dei Valle seemed to be more feasible. <br />The staff recommends a change in the General Plan rather than recommending follow- <br />ing the General Plaa in this instance. Mr. Ted Fairfield was called upon and out- <br />lined the existing General Plan route and the new proposed route north of the Arroyo <br />del Valle to Hopyard Road--the same termiaua ae the existing General Plan route. <br />He stated the coat of the segment from Santa Aita Road to Hopyard Road would logical- <br />ly be shared by a future developer. The more northerly route better serves the need <br />in terms of traffic circulation. tJith reference to Stanley Boulevard, if there is <br />no divider strip, the median strip would be lessened or eliminated, and the existing <br />homes on Stanley Boulevard would not have to be removed. Dpon inquiry by Chairman <br />Landon, Mr. Fairfield said, timawise, this route may be developed as early as 1970. <br />Speaking in opposition to the proposal was Mr. Earl Augusta, 3963 Stanley Boulevard, <br />who read a letter he had written to the Planning Commission; Mr. Norman Warnaw, <br />Realtor; and Mr. Maurice Jones, a Stanley Blvd. resident. In response to a question <br />by Mra. E. Caton of Stanley Blvd., Mr. Fairfield stated Stanley Boulevard is now <br />66 feet wide and would be widened to 64 feet--or approximatelq nine feet on each <br />aide; however, the footage oa each side may not ba equal.
