<br />The regularly scheduled meeting of the Planning Commission was called to order at
<br />8:00 P:M., on Wednesday, August 28, 1963, by Vice-Chairman Frank Lozano.

<br />On motion of Commissioner Rega, seconded by Commissioner Wipfli, the minutes of the
<br />meeting of August 14 were unanimously approved as presented by those Commissioners
<br />present.
<br />Vice-Chairman Lozano proceeded to the application of Ted Ruhlkin, 20928 Redwood
<br />Road, Castro Valley, fora Variance from Section 17.404, Ord, No. 309, to allow a
<br />reduced aideyard area, increased unit density, reduced recreational apace and re-
<br />duced eetbacka, in connection with expansion of an existing trailer park at 777,
<br />779, 785 Roae Avenue. Thin matter was continued from Che meting of August 14,
<br />1963, in order to give the Commissioners an opportunity to visit the subject trailer
<br />park site. Mr. Ruhlkin was present in the audience and explained that by including
<br />two overnight trailer locations he has proposed a total of 25 apacea, which ie air
<br />over the 19 allowed. After considerable discussion, upon motion of Commissioner
<br />Rega, seconded by Commissioner Antonini, Resolution No. 238 was adopted by the fol-
<br />lowing vote: Ayes: Commissioners Antonini, Lozano and Rega; Noea: Commissioner
<br />Wipfli; Absent: Chairman Landon.

<br />WHEREAS, the application of Ted Ruhlkin, 20928 Redwood Road, Castro Valley,
<br />for a Variance from Section 17.404, Ord. Ido. 309, to allow a re-
<br />duced aideyard area, lncreaeed unit density, reduced recreational apace and
<br />reduced aetbaclce, in connection with expansion of an existing trailer park
<br />at 777, 779, 785 Roae Avertua, has come before this Commission;
<br />NOW, THEREFORE, BE IT RESOLVID AS FOLLOWS:
<br />1. A maximum of twenty-two trailer apacea may be constructed
<br />on the total area, which includes a reduction of aideyard
<br />area from 7 to 3 feet, reduced eetbacka, and reduced rec-
<br />reational apace as requested.
<br />The next item on the agenda was the application of A.H. Johnson and td.A. Eaton,
<br />L780 "A° Street, Hayward, for an amendment to Ord. No. 309 rezoning a parcel of
<br />sapproxCmately one acre located oa the northeast corner of Santa Rita Road and Nevis
<br />Street from R•1 to RG-15. This matter was referred back to the Planning CommiBaton
<br />by the City Council on August 14, 1963, after appeal of the adverse decision of the
<br />Planning Commission denying the application. The City Council has stated an intent
<br />Co rezone the parcel from R-1 to RG-25. Mr. False explained the matter moat be re-
<br />considered by the Planning Commission within 40 days from the time of referral by
<br />the Council and a response made to the Council, or the Commission will be considered
<br />ae being in agreement with the City Council. Secretary Fales read communications
<br />opposed to rezoning from the following: Mr. J. Yarbrough, 4158 Nevis St.; Thomas
<br />G, and Marilyn R. Michell, 4115 Nevis St.; Mr. and Mra. Robert Westphal, 4106 Tlevie
<br />St.; and a petition opposing rezoning dated August 28, 1963, signed by 27 persona
<br />residing in the area of Nevis St., Santa Rita Road, Walla and Rolm Streets. Mr.
<br />Thomas Michell spoke from the audience against the rezoning and requested repre-
<br />aentativea of the area present in the audience to rise, whereupon 18 persona arose.
