<br />The next item on the agenda wsa the application of Harvey E. Dickinson, 905 Santa
<br />Rita Road, for a Zoning Permit in order to install a new advertising sign for
<br />Harvey's Flying "A" Service, at the above location. Mr. False, in giving the
<br />staff report, said the proposed sign is an identical replacement of the existing
<br />sign except for the addition of neon tubes. The height and area are in accordance
<br />with the Zoning Ordinance, The existing sign is non-conforming and should require
<br />a conditional use permit. The existing gasoline pump and a portion of the station
<br />building are non-conforming, and the sign automatically inherits its non-conforming
<br />characteristic. The service station was annexed to the City subsequent to con-
<br />etructlon, Mr, Falea said the staff recommends the Zoning Permit be granted on
<br />the basis of the plan submitted, but would defer to a legal opinion from the City
<br />Attorney. City Attorney Struthers said the Planning Commission has some discre-
<br />tion in this matter. If it is a minor modification it could be done under the
<br />Zoning Permit; however, if the Planning Comtai,ssion feels the degree ie such that
<br />a Conditional Use Permit is necessary, Chen they may require it. Mr, Falea in-
<br />quired of the City Attorney if ae a condition of a Conditional Use Permit the
<br />owner could be required by the City in the future to construct sidewalk, curb end
<br />gutter. Mr. Struthers stated the Commission may require these improvements when
<br />they are reasonably related to the nets use being requested. After discussion by
<br />the Comatieaion, upon motion of Commissioner Lozano, seconded by Commissioner
<br />Wipfli, the following resolution was unanimously adopted by those Commissioners
<br />present:

<br />The next item on the agenda was the presentation to the Commission of a prelimi.nar;
<br />plan by the Pleasanton Lions Club for a First Street wayside park on the vacant
<br />lot north of Neal St. Mr, Falea explained that Art Hilliker would like to in-
<br />formally present plane which were drawn by Robert Bauge, Manager of Jackeon-
<br />Perkina, and a member of the Lions Club committee for this project, The initial
<br />plan would not be elaborate. In the second year it is hoped to add restroom
<br />facilities, benches, tables and possibly a barbecue area. The Lions Club ie not
<br />yet ready to submit a plan for official consideration, and they would be happy
<br />to receive any suggestions from the Commission. Chairman Landon stated ha felt it
<br />should be staged in terms of several yeera development, but the entire plan should
<br />be presented at the outset frr development in stages. Mr. Fales said he under-
<br />atande it ie planned to plant dichondra, loam and low shrubs on the property and,
<br />once it is developed, the plan is to turn the park over to the City fox mainten-
<br />ance. Chairman Landon added that trash cans should be available without being
<br />too noticeable,
<br />Mr, False reed a communication from Alan F. Grant, Alameda County Planning Depart-
<br />ment, dated September 3, 1963, regarding an application by Earl L. Dawes for ap-
<br />proval of a building site for a parcel at the end of Trenery Drive without front-
<br />age on an approved street, After discussion by the Commission, it was moved by
<br />Chairmen Landon, seconded by Commissioner Lozano, and carried, that the staff be
<br />instructed to write to the Alameda County Planning Com!ni.asion informing them of
